Leidos is seeking a Proposal Coordinator to join our Leidos team supporting the National Energy Technology Laboratory (NETL), one of the U.S. Department of Energy’s (DOE) 17 National Laboratories. This is an exciting opportunity to contribute to NETL’s mission of driving innovation and delivering solutions that advance the national, economic, and energy security of the United States. As a Proposal Coordinator, you will play a valuable role in supporting NETL’s Research & Innovation Center (RIC), its researchers, and leadership staff by leveraging your proposal and project management skills to support the development of compliant and winning proposals, process improvements, and overall operational excellence.

In this role, you will work with NETL’s multi-disciplinary, scientific, and technically oriented national laboratory team across the Lab’s three research sites in Albany, Oregon; Morgantown, West Virginia; and Pittsburgh, Pennsylvania. Responsibilities include supporting NETL researchers in identifying and pursuing expanded funding opportunities through the DOE and other federal agencies. You will coordinate proposal development activities such as managing timelines and deliverables, developing pre-award research budgets, reviewing proposal content for clarity and accuracy, and ensuring full compliance with submission requirements. The ideal candidate is a self-starter with exceptional organizational, project management, and communication skills, and a strong attention to detail, particularly in areas involving data, metrics, and written content.

Location: Preference is for a candidate near one of the three NETL campuses. However, consideration may be given to candidates in other areas if they are willing to travel as business needs require. This role requires travel up to four times per year to cities including Washington, DC; Morgantown, WV; Pittsburgh, PA; and Albany, OR.

Primary Responsibilities:

  • Assist in identifying and providing information on funding opportunities to NETL personnel, e.g., Funding Opportunity Announcements (FOAs), Notices of Funding Opportunities (NOFOs), Requests for Proposals (RFPs), Broad Agency Announcements (BAAs), DOE Lab Calls, and other Federal Agency solicitations, etc.
  • Directing and/or participating in all aspects of proposal preparation, including: creating templates and collecting boilerplate materials, e.g., facility/equipment descriptions, NETL overview, resumes; creating merit review criteria matrices; developing research budgets; ensuring compliance with funding opportunity requirements; handling the receipt of deliverables from NETL and any teaming universities/organizations; envisioning graphics; reviewing and editing content; entering data into web portals; and assembling final proposal packages for submission.
  • Working with NETL researchers to develop comprehensive multi-organizational research proposal budgets, including completing complex budget forms required by the funding organizations.
  • Developing and maintaining proposal schedules with NETL researchers and external teaming partners, including small and large businesses, universities, and other national laboratories.
  • Coordinating technical, quality, and management review teams to strengthen proposals and ensure compliance with funding solicitations, and applicable government rules and regulations.
  • Performing quality reviews of proposal packages to confirm requirements have been met, as well as to ensure overall document consistency, quality, and accuracy.
  • Submitting electronic proposal packages by due dates.
  • Collecting, tracking, and analyzing submitted proposal data; preparing weekly, monthly, and quarterly reports; developing custom reports for NETL upon request; and creating reporting tools that assist NETL in managing reimbursable work efforts and pursuits.
  • Developing training seminars and other programs or materials to educate staff.

Requirements:

  • Bachelor’s degree with 5+ years of relevant experience, to include strong proposal experience
  • Knowledge of project management principles and methodologies
  • Proficiency in Microsoft Word, Excel, PowerPoint, Teams, and SharePoint
  • Excellent verbal and written communication skills, as this fast-paced position requires extensive interface with all levels of the federal client and potential collaborative partners
  • Excellent organization and documentation skills, and attention to detail as it relates to data, metrics, and written content to ensure proposal compliance and accurate reporting
  • Willingness and flexibility to adapt to changing priorities and workloads
  • Ability to troubleshoot, resolve administrative problems, and respond to inquiries in an accurate and timely manner
  • High level of initiative, self-motivation, and resourcefulness
  • Strong coordination skills while balancing multiple assignments
  • Capable of prioritizing tasks while maintaining time management
  • Ability to operate with a sense of urgency to address tight timelines
  • Ability to work autonomously as well as part of a team
  • Must be able to meet the requirements for gaining access to work on the NETL systems
  • U.S. citizenship

Preferred Qualifications:

  • Bachelor’s degree in science, technology, engineering, or mathematics (STEM) or business-related field
  • Understanding of the scientific method is also preferred, including the ability to apply logical reasoning, formulate hypotheses, and interpret data in a structured and analytical way
  • Experience in coordinating the development of grants/proposals for sponsored research
  • Experience in reviewing complex solicitations (e.g., FOAs, RFPs, RFIs, BAAs)
  • Experience supporting research and development within another National Laboratory or government agency
  • Experience working in or supporting a university, national laboratory, or federal research and development organization
  • Financial experience developing research budgets for government proposals, including in-depth knowledge of finance ethics and accounting practices.
  • Experience using Microsoft Power BI, including creating dashboards, visualizing data, and generating reports to support data-driven decision-making

Program Specific Salary Range:  $90K to $95K

Pay Range:Pay Range $87,100.00 - $157,450.00
