Serves as a strategic HR advisor to managers and executives across a multi-state workforce. The role partners on workforce planning, organizational design, reorganizations, employee relations, performance management, leadership development, succession planning, change management, and employment-law compliance. It coaches leaders, manages sensitive employee matters, uses workforce analytics, coordinates HR system updates, and supports continuous improvement across HR operations.

Leads end-to-end proposal development, including RFP analysis, compliance tracking, content creation, editing, formatting, graphics, timelines, portal submission, and finalist presentation support. Collaborates with subject matter experts and opportunity architects, maintains proposal libraries, coordinates cross-functional resources, and conducts post-production reviews. The role requires strong writing, organization, deadline management, data interpretation, software proficiency, and knowledge of demand-side management and renewable energy programs.
