Analyzes operational problems, defines system scope and requirements, validates requirements through research and testing, presents system enhancement recommendations, and serves as the functional product expert. The role owns requirements through delivery, manages traceability and backlogs in SAFe, works with operational users and stakeholders, and supports federal health supply chain systems. Fully remote within the United States, with Public Trust eligibility and U.S. citizenship required.

Manage financial governance and cost optimization for GCP and OCI environments supporting a federal health customer. Build cloud-spend dashboards, budgets, alerts, tagging standards, forecasts, and leadership reports. Identify savings through rightsizing, committed-use evaluations, and architecture changes while ensuring compliance with FedRAMP High and NIST 800-53. Lead technical teams and provide cloud financial-management direction in a fully remote role.

Establish and enforce security controls across Google Cloud and Oracle Cloud environments for a federal health customer. Manage IAM federation, least-privilege access, centralized monitoring, vulnerability remediation, and cloud security tooling. Validate deployments against FedRAMP High, FISMA, and NIST 800-53 requirements, support zero-trust architecture, and collaborate with governance, audit, security, and engineering teams. The role also provides technical leadership and develops cloud security standards.
