Design and govern secure, scalable Azure-based enterprise solutions. Lead architectural reviews, coordinate cross-team integrations, drive standards and governance, mentor solution architects, support procurement and vendor reviews, and translate designs into operational deliverables while aligning technology with business strategy.

Manage and mentor in-house and on-call design consultants for small capital projects. Oversee design quality, schedules, resources, contract documents, technical reviews, cost estimating, and root cause analyses. Ensure compliance with agency standards and codes, coordinate with construction and operations, and provide senior-level engineering, signing/stamping of documents, and process improvements.

Leads design delivery for transit infrastructure projects, coordinating multidisciplinary consultant and engineering teams across stations, rail, bus, civil, structural, architectural, and systems efforts. Manages design contracts, scopes, budgets, schedules, reviews, risks, permits, stakeholder coordination, construction support, and design-related changes. Supervises and develops staff, resolves technical issues, prepares executive reports, supports negotiations, and ensures compliance with applicable regulations, agency policies, safety requirements, and sustainability goals.

Serve as Sound Transit’s principal advisor and liaison to Puget Sound and Pacific Northwest Tribal Governments. Provide strategic leadership, develop and implement tribal engagement and consultation protocols, support negotiations and partnerships, coordinate across agency teams on planning, permitting, and project delivery, and deliver training and guidance to increase organizational understanding of tribal sovereignty and cultural considerations.

Lead and perform security assurance activities including system and application security reviews, vulnerability assessments, penetration and code testing, audit evidence collection, incident response support, and translating security policy into product-level controls. Manage remediation efforts, advise on secure architecture and implementations, track assurance metrics, and support compliance with NIST/ISO frameworks.

Oversee and audit contracted security operations, conduct physical inspections, track certifications, review post orders and training, support incident response and special events, recommend policy and procedural improvements, and coordinate with agency, law enforcement, and contractors to ensure transit system safety.

Serve as technical expert for project controls on assigned projects: develop and maintain WBS and account coding, administer contracts, process invoices and change orders, run earned value analysis, track and forecast costs, support baselining and phase-gate processes, produce variance reports, and train staff on project control policies and financial systems. Coordinate with project managers, consultants, and finance to ensure accurate reporting and compliance.

Manage and lead the Transit Systems Engineering unit to provide systems integration, technical support, and lifecycle engineering for transit systems (vehicles, communications, control, CCTV, fare collection). Oversee staff, review contract deliverables, support expansion projects and testing, approve standards deviations, drive process improvements, and manage budgets and workforce development.

Lead a team to develop and govern document control, records management, and metadata standards across SharePoint, Kahua, and Microsoft 365. Oversee lifecycle governance, compliance with public records laws, workflow automation, system integration, KPIs, audits, and interdepartmental training to ensure information integrity and operational efficiency.

Provide senior engineering support for traction electrification systems for light rail maintenance facilities, including design review, system integration, installation, commissioning, reliability improvements, safety and grounding analyses, SCADA integration, and construction/operations support. Serve as project contact, prepare reports, support testing/commissioning, and collaborate across teams to ensure compliance with codes and performance requirements.

Provide senior systems engineering and technical leadership for Operations Technology (OT) at rail maintenance facilities, including SCADA, industrial controls, TPSS, communications, access control, BMS, commissioning, integration, troubleshooting, and design support. Mentor staff and coordinate with contractors, operations, and stakeholders to ensure reliable system performance and cybersecurity.

Lead and direct design development for major transit capital projects (light rail, commuter rail, O&M facilities, BRT). Manage multidisciplinary design teams and consultants, ensure compliance with design criteria, FTA and safety requirements, oversee budgets and schedules, coordinate with stakeholders and jurisdictions, support public outreach, and provide executive briefings and construction support.

Lead system planning and operational integration for transit expansion. Develop strategic plans (SIM, RFMP, ConOps), align operational requirements with capital programs, manage budgets and staff, coordinate cross-functional and external stakeholders, assess total cost of ownership, and ensure compliance with transit regulations and best practices to support future service delivery.

Lead cradle-to-grave procurement and contract work: prepare, issue, analyze, negotiate, administer, and close complex contracts (goods, services, small construction, technology). Ensure compliance with federal/state laws and FTA/FHWA rules, perform cost/price analysis, support evaluations and protests, develop boilerplates, mentor junior staff, and provide procurement training to project teams.

Lead planning, design, and environmental review for a high-capacity transit corridor. Manage staff, consultants, budgets, schedules, stakeholder engagement, and Board communications to advance project development and secure regulatory and funding approvals.

Prepare and manage total construction cost estimates across project design stages, integrate cost with scope, schedule, risk and resources, maintain cost databases, perform risk and contingency analysis using tools like @Risk or Crystal Ball, review consultant and contractor estimates, support negotiations, mentor junior staff, and coordinate with project delivery and external stakeholders to keep large-scale transit projects on budget and schedule.

Lead and drive high-priority, cross-functional agency programs: scope and execute strategic initiatives, coordinate planning/operations/finance/capital teams, manage milestones/risks/interdependencies, engage stakeholders, report to executive leadership, and champion equity, inclusion, and change management to ensure timely delivery and strategic alignment.

Manage and supervise project controls staff for major corridor capital projects. Oversee cost and schedule control, baseline development, change management, risk assessment, budgeting, reporting, contract administration, and tool implementation to ensure projects meet on-time and on-budget goals. Serve as technical advisor to executive leadership and liaison with stakeholders.
