THE OPPORTUNITY: 

The Assistant Director of Compliance assists the Principal, Legal Counsel in ensuring ActBlue's corporate entities remain compliant with campaign finance regulations, corporate/entity registrations and non-profit tax obligations.

This role has primary responsibility for timely and accurate campaign finance reporting to the FEC as well as regulators in nearly two dozen states, with working knowledge of requirements in all other states. Working with the Principal Legal Counsel and Compliance Associate, this position maintains the infrastructure for gathering, reviewing, and assembling data for these reports as well as federal campaign finance and non-profit tax filings. They manage the project calendar, internal tracking tools, and direct the Compliance Associate's report preparation.

The Assistant Director ensures ActBlue's website and tools accept contributions in accordance with campaign finance regulations. As ActBlue expands into new areas, this role researches and designs compliance systems for new activities, approves operations in new jurisdictions, integrates new campaign types, and provides expertise and support on internal product initiatives and new tools. They also serve as the primary staff resource on campaign finance matters. This position manages relations with regulatory agencies, serving as the first point of contact for issues or questions from state regulators. They develop solutions to compliance questions and maintain positive regulator relationships. The Assistant Director leads preparation of periodic IRS reports for ActBlue entities, coordinating with Finance and outside vendors as needed. The role also assists Finance with annual tax return preparation to ensure full compliance with non-profit tax regulations. The role occasionally includes special projects supporting the Legal & Compliance team.

WHAT YOU WILL DO:

  • Understand and manage full compliance with state campaign finance registration and reporting requirements applicable to all ActBlue entities
  • Understand and manage full compliance with federal campaign finance registration and reporting requirements applicable to all ActBlue entities, with support of Principal, Legal Counsel.
  • Directly supervise the Compliance Associate and any future compliance team members who perform reporting tasks and other related work. Provide professional development and learning opportunities for direct reports.
  • Maintain the infrastructure for gathering, reviewing, and assembling data for all compliance reports. Manage project calendars and internal tracking tools to ensure timely and accurate report preparation.
  • Maintain an understanding of and responsibility for compliance with campaign finance rules as it relates to the structure and inclusion of entities receiving money through the platform.
  • Research and design compliance systems for new areas of ActBlue activity, approve activities in new election jurisdictions, and integrate new types of campaigns into the compliance system.
  • Provide compliance expertise and support for internal product initiatives and new tools
  • Act as a trusted and reliable source of information for other senior leaders in the organization as it relates to campaign finance rules and their impact on ActBlue’s operations.
  • Lead preparation of periodic IRS reports for ActBlue entities and assist Finance with annual tax return preparation to ensure full compliance with non-profit tax regulations.
  • Act as the first point of contact for campaign finance regulators on matters concerning compliance. Maintain responsibility for successful resolution of all campaign finance compliance matters that arise.
  • Provide advice and support to the Legal & Compliance team as needed.
  • Consult on or lead special projects related to the subject matter of campaign finance compliance as requested.

WHAT YOU BRING:

  • Bachelor's degree required (Law, Business Administration, Political Science, Accounting, or related field preferred)
  • 5+ years of professional experience in campaign finance compliance, political/nonprofit financial operations, or regulatory compliance
  • Minimum 2-3 years of experience in a supervisory or project management capacity
  • Experience working with statewide campaigns, political organizations, PACs, state parties, and/or national political/advocacy organizations strongly preferred

Campaign Finance & Regulatory Expertise:

  • Deep knowledge of federal and state campaign finance laws and regulations (FEC, state PACs, non-profit organization, Independent Expenditure requirements)
  • Demonstrated experience preparing and filing campaign finance reports with the FEC and multiple state regulatory agencies
  • Working knowledge of nonprofit tax compliance including Form 990 preparation and unrelated business income tax (UBIT) requirements
  • Familiarity with federal and state reporting requirements for political committees, 501(c) organizations, and corporate entities
  • Experience managing regulatory agency relationships and responding to inquiries from state and federal regulators

Technical Skills:

  • Proficiency with compliance management systems, databases, accounting software (ex: QuickBooks, Netsuite, NGPVAN, or similar political compliance databases)
  • Advanced Excel skills for data analysis, tracking, and reporting
  • Strong capability in developing and maintaining tracking tools, project calendars, and filing systems
  • Ability to gather, review, and assemble complex data sets for regulatory filings

  • Advanced degree (JD or Master's in related field)

Work Location: This is a full-time, remote, salaried position.

Salary Range Details:

Salary Range: $113,300- $142,150.00 - $171,000.00
