Job DescriptionResponsibilities
  • Develop and execute account strategies for assigned federal and Veterans Affairs customers, aligning customer mission needs, acquisition pathways, and GE HealthCare growth priorities.

  • Build and sustain senior-level relationships with federal purchasing organizations, clinical stakeholders, acquisition professionals, prime contractors, distributors, and internal business leaders.

  • Serve as a subject matter expert on federal, VA, and DoD purchasing processes, advising internal stakeholders on acquisition pathways, customer decision authorities, funding cycles, and contracting requirements.

  • Develop customer-specific sales and capture strategies that account for the purchasing methods, approval processes, and procurement timelines used by VA medical centers, Veterans Integrated Service Networks, Defense Health Agency markets, military treatment facilities, Defense Logistics Agency organizations, and other federal healthcare customers.

  • Identify and leverage appropriate federal contracting vehicles and purchasing channels, including GSA Multiple Award Schedule contracts, VA Federal Supply Schedule contracts, DLA Electronic Catalog, Medical Surgical Prime Vendor programs, distributor agreements, and prime contractor relationships.

  • Work with contracting officers, contracting officer representatives, program managers, logistics personnel, biomedical engineering teams, clinicians, finance personnel, and senior healthcare leaders to understand requirements and facilitate compliant purchasing decisions.

  • Analyze federal customer funding sources and fiscal year buying patterns, including end-of-year execution, appropriated funding, program funding, and capital equipment planning cycles.

  • Guide internal teams through federal procurement phases, including requirements development, market research, pricing, proposals, contract award, order placement, delivery, implementation, and post-award support.

  • Ensure sales strategies reflect applicable federal procurement requirements, including competition requirements, socioeconomic considerations, commercial item acquisition practices, supply chain requirements, cybersecurity expectations, and audit readiness.

  • Collaborate with contracts, legal, finance, service, operations, and distribution teams to ensure offers, quotes, delivery commitments, and commercial terms are accurate, compliant, and executable.

  • Monitor changes in federal healthcare policy, acquisition regulations, procurement systems, and customer purchasing practices; translate relevant changes into actionable account and business strategies.

  • Travel up to 25 % to support customer engagement, account development, internal planning, industry events, and business execution.

Qualifications
  • Bachelor’s degree from an accredited college or university.

  • At least five years of experience supporting, selling to, or working within the U.S. federal government, Department of Veterans Affairs, Department of Defense, or related federal healthcare organizations.

  • Strong commercial judgment, analytical ability, executive communication skills, and customer engagement capability.

  • Demonstrated experience supporting federal purchasing organizations or selling products and services through federal acquisition channels.

  • Working knowledge of the federal procurement lifecycle, including requirements definition, market research, acquisition planning, solicitation, proposal evaluation, award, order execution, delivery, acceptance, and post-award administration.

  • Experience engaging federal acquisition stakeholders, including contracting officers, contracting officer representatives, program managers, logistics personnel, supply chain leaders, and end users.

  • Understanding of federal fiscal cycles, funding execution, budget constraints, and the operational impact of procurement lead times.

  • Ability to work independently, manage competing priorities, and make sound decisions within established operating and commercial guidelines.

  • Ability and willingness to travel up to 25 percent.

Preferred Qualifications
  • Master’s degree or graduate certificate in business, public administration, healthcare administration, acquisition, contracting, or a related field.

  • Prior military service, federal civilian service, or direct experience supporting VA, DoD, DHA, DLA, or other federal agencies.

  • Direct experience with Department of Veterans Affairs purchasing organizations, including VA medical centers, Veterans Integrated Service Networks, the VA National Acquisition Center, and VA contracting offices.

  • Experience supporting VA procurement through Federal Supply Schedule contracts, national contracts, decentralized purchasing, Medical Surgical Prime Vendor channels, distributor arrangements, and other VA acquisition vehicles.

  • Direct experience with Department of Defense purchasing organizations, including the Defense Health Agency, military treatment facilities, Defense Logistics Agency, and service-specific medical commands.

  • Familiarity with DoD acquisition and supply channels, including DLA Electronic Catalog, Distribution and Pricing Agreements, Defense Medical Logistics Standard Support systems, prime contractor arrangements, and other authorized procurement methods.

  • Knowledge of the Federal Acquisition Regulation, Veterans Affairs Acquisition Regulation, Defense Federal Acquisition Regulation Supplement, and related agency policies governing commercial products and healthcare technology procurement.

  • Experience with procurement considerations involving set-aside programs, VOSB and SDVOSB requirements, small business participation, class waivers, country of origin requirements, cybersecurity, and supply chain compliance.

We will not sponsor individuals for employment visas, now or in the future, for this job opening. For U.S. based positions only, the pay range for this position is $133,600.00-$200,400.00 Annual. It is not typical for an individual to be hired at or near the top of the pay range and compensation decisions are dependent on the facts and circumstances of each case. The specific compensation offered to a candidate may be influenced by a variety of factors including skills, qualifications, experience and location. In addition, this position may also be eligible to earn performance based incentive compensation, which may include cash bonus(es) and/or long term incentives (LTI).
