OverviewDecisionPoint Corporation is seeking an E-EFMP (Enterprise Exceptional Family Member Program) Software Product Management Lead to drive the vision, strategy, and delivery of digital products that support U.S. military Service Members and their families worldwide. The E-EFMP modernization effort provides technology solutions that help military families access critical services, resources, and support programs for family members with special medical or educational needs. As the Product Management Lead, you will play a key role in transforming customer needs into innovative software capabilities that improve the experience and lives of military families and enable mission success. 

This position is fully remote. 

Duties & Responsibilities
  • Define and execute product vision, strategy, and roadmaps for enterprise applications supporting military family readiness programs.
  • Collaborate with government stakeholders, users, business analysts, UX designers, and engineering teams to translate mission needs into product requirements.
  • Prioritize features, manage product backlogs, and ensure development efforts align with user needs and program objectives.
  • Lead product planning, release management, and stakeholder engagement activities across the software development lifecycle.
  • Balance customer experience, mission outcomes, technical feasibility, cybersecurity requirements, and program priorities when making product decisions.
  • Use data, user feedback, and operational insights to continuously improve products and maximize value delivery.

The ideal candidate has experience leading software products in complex federal, DoD, healthcare, human services, or enterprise environments and possesses a strong understanding of Agile product management principles. Success in this role requires outstanding communication skills, strategic thinking, customer advocacy, and the ability to lead cross-functional teams toward a shared vision.

Qualifications

Clearance Requirement 

Must hold an active Secret clearance, supported by a Tier 3 background investigation. 


Education (Required) 

Bachelor’s degree in Information Technology, Computer Science, or a related discipline. 


Experience (Required) 

  • Minimum 10 years of experience in software product management, product ownership, or technology leadership. 
  • Experience developing product roadmaps, feature strategies, and user-focused requirements. 
  • Experience leading Agile product teams within enterprise or federal environments. 
  • Experience supporting digital transformation initiatives or mission-oriented software products. 

Technical Knowledge (Required) 

  • Strong understanding of Agile delivery, backlog management, and sprint planning. 
  • Familiarity with end-to-end software development lifecycles. 
  • Experience working with low-code application development platforms; experience with OutSystems is highly desired but not required.
  • Working knowledge of ITIL practices supporting product operations. 
  • Understanding of secure software design principles and cybersecurity considerations for federal systems.

Technical Knowledge (Preferred) 

  • Experience using product and Agile tools such as Jira, Confluence, Azure DevOps, or similar. 
  • Familiarity with AWS GovCloud, cloud-native architectures, or enterprise service integrations. 
  • Experience applying human-centered design principles. 

Certifications 

Required: 

  • ITIL v4 Foundation 
  • Certified Scrum Product Owner (CSPO) 

Preferred: 

  • PMI Agile Certified Practitioner (PMI-ACP) 
  • Project Management Professional (PMP) 
  • Additional product management certifications 

Skills 

  • Strong communication, facilitation, and stakeholder management skills. 
  • Ability to translate mission needs into technical requirements. 
  • Excellent prioritization and analytical abilities. 
  • Strong leadership skills for guiding cross-functional teams.
