Foreign Military Sales (FMS) Analyst

Location: Remote 

Clearance Required: Secret

Employment Type: Full-time 

BizFirst is assisting our client with the hiring of a highly skilled Foreign Military Sales (FMS) Analyst. This role is instrumental in enhancing the financial oversight of U.S. government programs by providing consulting expertise to streamline financial processes, improve data accuracy, and ensure policy compliance.

 

Our client is a boutique consulting firm that employs consultants and professionals with unique skill sets to support the federal government with strategic execution, financial process enablement, IT systems, and Enterprise Resource Planning (ERP) software implementation.

 

What Will You Do:

 

The ideal candidate will leverage their expertise in government financial management processes and systems. The role will involve financial reporting, program management, policy development, and collaborative facilitation, requiring a candidate with strong communication, coordination, and analytical skills.

 

Responsibilities: 

  • Oversee financial monitoring and delivery posting for Foreign Military Sales (FMS) cases. 
  • Prepare detailed financial reports and briefings for use in Program Management Reviews (PMR), Financial Management Reviews (FMR), and other meetings to support Case Managers in evaluating FMS case performance.
  • Regularly report on the financial status of FMS cases, including obligated, expended, and available funds, providing insight and forecasts to inform financial decisions.
  • Analyze FMS financial transactions to ensure compliance with laws, regulations, guidelines, and contract requirements.
  • Develop and refine financial policies and procedures to improve accuracy and compliance within FMS financial reporting and tracking processes.
  • Provide recommendations for policy updates to enhance financial oversight and support alignment with evolving regulatory requirements.


 
Requirements:

  • Clearance: Secret 
  • Education: Bachelor’s degree in finance, business administration, policy, or a related field.
  • Experience: 10+ years of cumulative experience in direct support of DoD, financial, and accounting operations
  • Strong background in financial reporting, analysis, and compliance.
  • Knowledge of USSGL (U.S. Standard General Ledger) structure and application within federal financial environments. 
  • Experience: 3-5 years of Foreign Military Sales (FMS) financial processes, regulations, and policy development preferred.
  • Proven ability to prepare financial briefings and reports for executive and management-level review.
  • Technical Knowledge: Proficiency in federal financial systems, policies, and procedures supporting FMS and SAA efforts.
  • Skills: Exceptional organizational, analytical, and communication abilities, with demonstrated capacity to work within cross-functional teams.
  • Experience with federal government accounting principles and Treasury Financial Manual (TFM) guidance.
  • Understanding of accounting posting logic, transaction flows, and financial feeder systems.
