Kentro is hiring a Formal Equal Opportunity (EEO) Specialist supporting the USAID. The objective of this contract is to provide senior-level advisory services to the USAID Human Resources Director in support of the agency’s strategic wind-down. The Senior Advisors will leverage deep institutional knowledge of USAID and the Department of State to guide the implementation of critical foreign service personnel actions—including severance, retirements, and staff transitions—while ensuring compliance with U.S. Government regulations and facilitating coordination with interagency partners. 

The Equal Opportunity Specialist: Formal EEO Complaints will focus primarily on the intake, investigation, and resolution of formal EEO complaints filed by USAID employees and applicants, in accordance with 29 CFR 1614 and EEOC Management Directive 110 (MD-110). This position requires advanced expertise to manage precedent-setting cases, provide authoritative policy interpretation, and advise senior leadership on complex and sensitive matters affecting agency operations and legal compliance. 

Responsibilities:

  • Formal Complaint Management 
    • Serve as the lead investigator and case manager for formal EEO complaints, including high-profile, high-risk, or precedent-setting cases. 
    • Plan, coordinate, and execute investigations, including fact-finding, witness interviews, and document collection, ensuring compliance with MD-110 timelines and standards. 
    • Analyze complex factual records and develop comprehensive investigative reports with findings of fact and recommended actions.  
  • Policy and Leadership Advisory Role 
    • Provide expert technical advice to senior management on complaint trends, systemic barriers, and risk mitigation strategies. 
    • Draft and recommend policy updates to improve formal complaint handling and reduce discrimination risks. 
    • Represent the agency in discussions with the EEOC, legal counsel, and oversight entities regarding formal complaint matters. 
  • Program Oversight and Reporting  
    • Monitor and evaluate the formal complaints program, recommending changes to improve efficiency and compliance.  
    • Develop and deliver briefings for leadership on complaint activity and outcomes.  
    • Prepare agency submissions for EEOC reporting requirements, including the annual 462 Report.  

Location: Remote, must be willing and able to be on-site in VA/DMV as needed.


Requirements
  • Education: Bachelor’s degree in Human Resources, Public Administration, Law, or related field required; advanced degree preferred. 
  • Experience: 
    • Minimum of 8 years of progressively responsible HR, EEO, or related experience, including direct management of reasonable accommodation cases in the federal sector. 
    • Strong knowledge of the Rehabilitation Act, ADA, and related federal EEO laws, policies, and regulations. 
    • Demonstrated experience coordinating across multiple offices and managing confidential, sensitive information
  • Skills and Abilities: 
    • Excellent analytical and problem-solving skills. 
    • Strong interpersonal and communication abilities, including the capacity to handle sensitive conversations with tact. 
    • Proven ability to manage multiple priorities in a fast-paced environment. 
    • High level of discretion and commitment to confidentiality. 
  • Clearance: Ability to obtain and maintain a Public Trust clearance.
