Position Overview

The Indoor Range Manager/Chief Safety Officer (IRM/CSO) will conduct and supervise all opening and closing procedures for the range as described in the range Standard Operating Procedures (SOP) and in compliance with posted General Range Rules.


Responsibilities: 

  • Conduct range inspections on a daily basis to include exterior and interior spaces with specific attention to range safety equipment ensuring they are maintained in accordance with the Original Equipment Manufacturer (OEM) maintenance manuals. This maintenance includes but is not limited to; the Total Containment Trap (TCT), Screw Conveyor System (SCS), Dust Collection Unit (DCU), Air Movement System, air compressors, and ballistic and acoustic panels. 
  • Document and initiate corrective action on any deficiencies noted in inspections. 
  • Suspend operation of the range in the event of any deficiency that, without mitigation, will endanger the health and safety of range users or operators.
  • Comply with all DS and WPS contract policies, procedures, regulations and standards, including Federal Law Enforcement Training Accreditation (FLETA) accreditation standards. 
  • Supervise operation of indoor range facilities, ensuring compliance with Occupational Safety and Health Administration (OSHA) and Environmental Protection Agency (EPA) standards and regulations. 
  • Supervise scheduling, preparation, and documentation of range use, and ensure security of range when not in use.
  • Conduct and supervise contract personnel in the OEM-required maintenance of major systems of the indoor training range as stated in the OEM user manuals and the Range SOP. This includes periodic replacement of parts (including seals, grommets, fittings, hoses, lubrication schedules, filter replacement, acoustic or ballistic panel replacement) and replacement or repair of any other items identified in periodic inspections as damaged, worn, or otherwise unserviceable.
  • Conduct and supervise contract personnel in the normal cleaning of the range facility including the removal of HAZMAT materials according to the range SOP and OSHA rules, such as lead, unburnt powder, used cleaning patches, and other materials contaminated from live fire or firearms maintenance in the range facility. 
  • Conduct and supervise non-hazardous cleaning and maintenance of the range office area, restrooms, loudspeaker system, security system including CCTV, facility access control, and control panels for HVAC and other range utilities.
  • Maintain historical records, logs, and schedules to document range use, maintenance, and availability to all stakeholders. 
  • Maintain relationships with the manufacturers of range systems as well as Contractors for ongoing supplies in order to maintain continued safe operation of the range. 
  • Ensure sufficient consumables including lubricants, cleaning supplies, emergency medical gear, and safety equipment are available to ensure continuous range operations.
  • Serve as the Chief Range Safety Officer, ensuring that all range users read and comply with all Range Rules and the Range SOPs. 
  • Supervise and ensure compliance with all safety protocols during range use. 
  • Develop the Range Safety Brief for the indoor training range and ensuring the brief is delivered and documented for each individual range user prior to live-fire operations. The Range Safety Brief will include an Emergency Action Plan (EAP) specific for the range exercise. The EAP shall be stated in the Range SOPs.

 

 

Required Qualifications:

All candidates must:

  • Be at least 21 years of age.
  • Be a U.S. citizen. 
  • Be able to speak, read, write, and understand the English language. 
  • Be able to pass the medical and physical requirements outlined in the contract. 
  • Meet all standards as required by the contract. 
  • Have a clean driving record with a valid driver’s license.
  • Obtain and hold a Secret Security Clearance (current, active clearance preferred).
  • Preferred experience as a WPSIII/WPSII Indoor Range Manager/Chief Safety Officer (IRMCSO)
  • Must possess a minimum of three (3) years’ experience as a range safety officer or chief range safety officer; this experience must have been earned as part of other federal, state, or local government training assignments.
  • Must possess a minimum of three (3) years’ experience managing an indoor firearms range.
  • Must possess evidence of formal certification as a firearms instructor.
  • Must possess and maintain OSHA and/or EPA certification in handling/disposal of hazardous materials.

All candidates will be required to complete a pre-employment medical and physical examination, drug screen, and psychological examination. Additionally, all candidates will be required to complete a paid pre-deployment training course. 

 

Work Environment and Location:

The position is located in Baghdad, Iraq. Furnished housing will be provided. Travel to and from the Work Location will be provided. 


Employees may be exposed to extreme cold or hot weather conditions, fumes, or airborne particles, toxic or caustic chemicals, and loud noise.


Physical Demands: 

The physical demands listed below, though not fully inclusive, are that must be met by an employee to successfully perform the essential functions of this job. Must be able to remain in a stationary position 50% of the time. The employee is frequently required to move about inside the office to access file cabinets, office machinery, etc. The employee is occasionally required to stand; climb or balance and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 25 pounds.
