The Learning and Development Program Manager - Leadership Development is responsible for designing and delivering learning programs that support a specific business function or capability area. This role partners closely with mid- to senior-level business and HR partners to assess needs, develop solutions, and measure outcomes.

With 3–5 years of experience in program design, learning strategy, or business enablement, the Program Manager handles end-to-end learning efforts, including timelines, vendor coordination, content oversight, and partner engagement. The role requires strong program management skills and the ability to drive improvement cycles while contributing to broader team priorities.

Success is defined by the delivery of well-executed programs that build capability, improve performance, and align with business goals. In addition to owning their own programs, the Program Manager also supports select cross-functional learning efforts and plays a key role in ensuring consistency, quality, and impact across the broader learning portfolio.

Location:

This role is approved to be either Remote within the United States or Hybrid for associates in Newport News, VA, in accordance with company policy.

Responsibilities:

  • Design and deliver learning programs aligned to business needs and capability goals.

  • Partner with HR, business leaders, and internal teams to identify learning priorities.

  • Handle timelines, communications, vendor coordination, and delivery readiness.

  • Monitor program performance and make improvements based on data and feedback.

  • Collaborate with instructional design and facilitation teams to bring programs to life.

  • Implement learning strategies for a specific business area or function.

  • Partner with mid- to senior-level business and HR collaborators.

  • Own program outcomes and improvement cycles; contributes to team-level priorities.

  • Handle end-to-end learning programs and supports select cross-functional efforts.

  • Drive capability and performance outcomes through well-executed learning programs.

  • Translate business needs into practical, aligned programs.

  • Build strong relationships with HR and business partners.

  • Balance timelines, scope, and resources across multiple programs.

  • Coordinate with internal teams and vendors to implement program plans.

  • Use feedback and measurement to guide improvement.

  • Understand how learning connects to performance and goals.

  • Clearly convey plans, outcomes, and learning strategy to diverse audiences.

Qualifications:

  • Bachelor's degree or equivalent work experience required.

  • 3–5 years proven experience in program design, learning strategy, or business enablement or related roles.

  • Certifications in coaching, talent development, or program management are a plus.

  • Up 6+ years of progressive experience in talent management, learning and development or organizational development ideal.

  • Proven experience designing and managing enterprise-wide talent or leadership programs ideal.

  • Experience working in large, matrixed organizations and partnering with senior HR and business leaders.

Pay Range:

Actual pay rate may vary depending upon location. The estimated pay range for this position is below. The specific rate will depend on a candidate’s qualifications and prior experience.

$5,608.34 - $8,975.00

Estimated Ranges displayed are Monthly for Salaried roles OR Hourly for all other roles.

This role is Bonus or Incentive Plan eligible.
