The Proposal Operations Manager is responsible for leading end-to-end proposal operations in a high-volume, rapid-response federal contracting environment. This role ensures proposal responses are compliant, compelling, accurate, and delivered within aggressive 5–7 calendar day lifecycles.

The Proposal Operations Manager coordinates cross-functional contributors including executives, SMEs, subcontractors, and recruiting teams, while supervising a proposal operations team and maintaining a Rapid Task Order Response Capability across multiple GWAC/IDIQ contract vehicles.

Key ResponsibilitiesProposal Operations Leadership
  • Manage Proposal War Room operations with a focus on continuous process improvement

  • Research, evaluate, and implement AI-assisted writing tools and proposal management software to improve speed and quality

  • Conduct weekly Proposal Operations meetings and daily rapid-status check-ins as required

  • Monitor and report proposal KPIs including win/loss rates, cycle times, compliance, and quality metrics

  • Supervise a Proposal Operations team (up to 5 Proposal Writers / Analysts)

RFP & Solicitation Management
  • Configure and publish RFPs in the Proposal Management System

  • Conduct Go/No-Go evaluations within 1 hour of solicitation release

  • Develop:

    • Compliance Matrix (≤ 2 hours)

    • Proposal Volume Outline (≤ 4 hours)

    • Annotated Outline (≤ 6 hours)

  • Create recruiting requisitions tied to RFP requirements within 1 calendar day

Proposal Management
  • Manage 15–25+ simultaneous proposals across multiple GWAC/IDIQ vehicles including:

    • OASIS-SB

    • OASIS-Plus

    • GSA MAS

    • MDA SHIELD

  • Enforce a 7-day internal proposal lifecycle from RFP release to final submission

  • Serve as primary point of contact for subcontractors and teaming partners

  • Ensure data calls, pricing inputs, and partner deliverables are received within 48 hours

Proposal Response Development & Submission
  • Develop proposal responses within the Proposal Management System and submit for review within 5 calendar days

  • Leverage standardized templates to produce:

    • Executive Summary

    • Management Plan

    • Technical Approach

    • Past Performance

    • Pricing Volume

  • Manage all proposal review stages (section, volume, document, and executive reviews)

  • Submit final, approved proposals to Government POCs within 7 calendar days

  • Perform post-submission follow-up to confirm receipt, acceptance, award status, and successful offeror

Required ExperienceFederal Prime Contractor Experience
  • 2+ years concurrent experience with a Small Business Prime Contractor

  • 2+ years concurrent experience with an SDVOSB Prime Contractor

Proposal Management Experience
  • 5+ years concurrent proposal management experience

  • 3+ years managing 10+ concurrent task orders

  • 2+ years proposal management supporting SDVOSB primes

  • 2+ years proposal management supporting Small Business primes

Minimum Qualifications

Education

  • Bachelor’s Degree in Business, Science, Engineering, Mathematics, Biology, Medical, or related field

Military Experience

  • Military Veteran preferred

  • Former Junior Military Officer highly desirable
