Processes payroll of multi-company, multi-state organization under general supervision, in a work team environment. Performs a wide variety of payroll processing and recordkeeping activities, including the calculation of wages, overtime, and deductions to ensure compliance with Federal and state laws. Makes payments and prepares government reports timely and accurately. Assists in documenting procedures for the payroll function. Calculates and processes special payrolls, checks and reports, ensuring accuracy and integrity of each payroll process. Prepares accruals and reconciliations of the payroll system to the general ledger. Performs or assists in benefit accounting functions.

Essential Functions 

  • In coordination with Human Resources Department and Payroll Manager, maintains the payroll module of the HR Management System (HRMS); includes ensuring data integrity for wage rates, payroll deductions, taxes, labor distribution, etc.
  • Processes under supervision, in a work team environment, all aspects of the bi-weekly payroll processing cycle, including time upload and balancing, ACH file creation, general ledger reconciliation, tax payments/uploads, payroll reports, etc.
  • Prepares or assists in the preparation of monthly, quarterly, and annual payroll tax returns and reports, including SUI, 941s, W2s, etc.
  • Prepares and delivers reports resulting from payroll processing to appropriate areas.
  • Performs regular general ledger reconciliations and accruals.
  • Reviews for accurate reporting and balancing of hours.
  • Inputs approved salary and job changes, withholding changes, direct deposits, etc. Enters and maintains a variety of employee payroll deductions (benefits, leaves, etc).
  • Prepares regular benefit reports and uploads for 401(k) contribution and match processing with HR staff.
  • Assist in training department managers and supervisors on the appropriate and legal reporting of time worked, ensuring corporate compliance with applicable wage and hour laws (FLSA, etc).
  • Prepares payroll deposits/cashier checks for exceptions upon request (i.e. terminating employees, bonus, awards, and incentives).
  • Assists in the recordkeeping for incentive and deferred compensation plans and structured plan payouts.
  • Assists in maintaining and distributing annual payroll calendar, including deadlines, processing schedules, holidays, pay dates, etc.
  • Prepares reconciliations and research of various general ledger accounts and entries regularly.
  • Complies with all applicable federal and state laws and regulations. Implements changes to the payroll process to implement changes in laws and regulations.
  • Provides superior customer service to employees and department managers, resolving pay issues and fielding questions under general supervision and guidance.
  • Performs or assists in the performance of benefit accounting functions, including paying and reconciling monthly bills from vendors, and balancing monthly reports with the general ledger.
  • Assists external and internal auditors as needed regarding payroll application and recordkeeping.
  • Assists other Division team members with special projects or tasks as requested.
  • Pursues continuing education and professional development in payroll.
  • Performs compliance and risk management duties as required or assigned.
  • Regular, reliable attendance is required.

Qualifications

  • Two years of progressively responsible payroll and accounting experience.
  • Knowledge of payroll tax filings and processes under general supervision; FPC certification preferred.
  • Exercises judgment and knowledge of payroll and human resources policies and procedure.
  • Strong detail orientation with high level of organizational skills and ability to multi-task, managing interruptions with multiple projects.
  • Ability to prioritize assignments under supervision and handle multiple priorities while maintaining a high level of service in a deadline driven environment.
  • Strong PC skills, including knowledge of spreadsheet and database applications including the Microsoft Office suite of products.
  • Strong customer service skills under general supervision.

 

Pay Range: 

Payroll Specialist I- $20.67 to $31.03 per hour
Payroll Specialist II- $24.45 - $36.71 per hour
Payroll Specialist III- $26.63 - $39.94 per hour

The compensation range represents the low and high end of the base compensation range for this position located in Spokane, Washington. Actual compensation will vary and may be above or below the range based on various factors including but not limited to location, experience, and performance.
