Salary range is $81k to $170k with a midpoint of $118k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE:

Works with the director to develop and implement consistent agency intergovernmental partnering strategy including developing procedures, tools/templates, dashboards, metrics and other tracking systems.  Leads long-term evolution of agreement portfolio approach and reporting, focusing on local agencies such as cities, but applicable to other portfolios such as WSDOT, utilities and transit/rail partners. Provides oversight; guidance, including tools and templates; and alignment to agency policies and priorities for Sound Transit agreements to ensure consistency in strategy, risk acceptance, prioritization of interests, negotiations, and relationship protection in agreements with key government partners. Provides centralized coordination and communication between Sound Transit and assigned program area/portfolio internally and between Sound Transit and external public agencies.  

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Oversees a portfolio of agreements for assigned work area including tracking and risk identification; leads strategic development of program management approach including creating workflows, dashboards, tools and tracking methodologies that can be applied across all portfolios. 
  • Serves as the agency’s lead advisor for assigned program area, provides direction to staff at all levels of the agency; consults with agreement managers and agency-wide business units to understand and provide recommendations related to negotiation strategy, agreement implementation, and performance of the agreement portfolios and the intergovernmental partnering program. 
  • Collaborates with appropriate Sound Transit staff to monitor assigned agreement portfolio, ensure alignment with agency goals and existing procedures; identifies risks and areas for improvement or iteration.
  • Participates in interdepartmental project teams and acts with autonomy and authority to align intergovernmental partnering activities and agreements with Agency strategy, policies and procedures. Ensures continuity and accountability for successful intergovernmental partnering and Strategy department representation across initiatives. Establishes and maintains effective working relationships and communications with relevant staff at external entities.  
  • Maintains awareness of new developments in the industry; develops and maintains evaluation methods to assess program strengths and identify areas for improvement. 
  • Supports efforts agency-wide to develop and implement agreements with key government partners. 
  • Assists the Director in providing guidance, training and support across the business unit.
  • Champions and models Sound Transit's core values and demonstrates values-based behaviors in everyday interactions across the agency.

MINIMUM QUALIFICATIONS:

Education and Experience: Bachelor's degree in Civil Engineering, Urban Planning, Business Administration, Public Administration or closely related field. Five years of public agency-related experience in project or program management of urban design, community planning, public involvement, engineering, architecture or closely related field; Or an equivalent combination of education and experience.

Preferred Licenses or Certifications:  

  • PMP, AICP, PE (Professional Engineer), AIA and/or DBIA certifications, or similar, are welcome but not required

Required Knowledge and Skills:

  • Principles and practices of portfolio and program management, implementation, and administration
  • Strong interpersonal techniques and commitment to establishing and maintaining effective working relationships with a diverse work group including staff, leadership, vendors, and outside agencies.  
  • Using influence and authority across teams.  
  • Interpreting and administering public policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.   
  • Negotiation and partnering skills with public agencies, and successful experience with consensus-building.  
  • Leading strategic conversations, chartering groups, and creating planning documents.   
  • Analyzing problems and identifying alternative solutions; projecting the consequences of proposed actions and implementing recommendations.    
  • Senior-level project management including ability to manage multiple projects concurrently and organizing work to meet challenging priorities and deadlines.  
  • Business process management or management consulting (internal/external).
  • Facilitating discussions and driving senior management and individual contributors to data-based decision-making and continuous improvement.
  • Public speaking and in developing and delivering presentations and presenting ideas and concepts orally and in writing. 
  • Preparing and analyzing complex data and comprehensive reports. 
  • Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.

Preferred Knowledge and Skills:

  • Data management principles and practices, including development of business intelligence solutions.
  • Principles and practices of performance analytics and their use in continuous improvement processes.
  • Building electronic visual management systems, such as dashboards and other portfolio management tools, that are readably available, understandable and transparent, that serve as a performance monitoring platform, and that allow for operational and functional analyses.
  • Preparing complex data analyses, comprehensive reports, and presentations for staff, elected officials, and the public.
  • Training employees in the creation, maintenance, and use of business intelligence tools.

  • Work is performed in a hybrid office environment.
