Position Summary

The Product Owner will own the strategy, roadmap, and delivery of digital solutions that simplify the self-direction experience for participants, caregivers, care coordinators, and internal operational teams. You will translate business needs and regulatory requirements into intuitive, scalable, and secure products that support GT’s mission: helping people live the lives they choose.

Key Responsibilities

Product Vision & Roadmap

  • Define and communicate a clear product vision aligned with GT Independence’s mission and organizational priorities.
  • Build and maintain a strategic product roadmap that drives improved experiences across enrollment, onboarding, payroll, EVV, and ongoing self-direction tasks.
  • Prioritize features using customer insights, regulatory requirements, business value, and operational efficiency.

User & Stakeholder Collaboration

  • Engage with participants, caregivers, internal users, and state partners to deeply understand workflows, pain points, and opportunities for improvement.
  • Act as the primary bridge between business stakeholders and engineering teams, ensuring alignment, clarity, and shared expectations.
  • Translate complex workflows and program rules into clear user stories and actionable product requirements.

Execution & Delivery

  • Maintain a healthy, prioritized product backlog; write detailed requirements and acceptance criteria.
  • Lead sprint ceremonies with engineering partners, ensuring high-quality delivery and predictable progress.
  • Validate product enhancements through testing, feedback cycles, and data-driven evaluation.

Continuous Improvement

  • Monitor product performance using analytics, feedback, and operational metrics.
  • Identify areas for workflow automation, process simplification, or technology modernization.
  • Proactively recommend enhancements that reduce administrative burden for people who self-direct and improve internal team efficiency.

Compliance, Security & Quality

  • Ensure product design complies with Medicaid, HCBS, EVV, and state-specific self-direction policies.
  • Partner with compliance and security teams to uphold GT Independence’s standards for data protection and accessible, inclusive design.
  • Support continuous alignment with HITRUST and other industry-leading certifications.

Qualifications

Required

  • 5+ years of Product Owner or Product Management experience (SaaS, healthcare, payroll, or government systems strongly preferred).
  • Proven success translating business processes into intuitive digital experiences.
  • Strong understanding of Agile methodologies and experience leading backlog refinement and sprint planning.
  • Excellent communication, facilitation, and stakeholder management skills.
  • Analytical mindset with experience using data to inform decisions.

Preferred

  • Experience in Medicaid, HCBS, self-direction programs, or other regulated environments.
  • Familiarity with EVV, payroll systems, or financial management services.
  • Experience applying accessibility and inclusive design best practices.
  • Exposure to compliance-driven product environments (HITRUST, CARF, state program rules).
