Your Opportunity 

As a Program Manager at Stantec you will lead an integrated program team of client and consultant staff to deliver on the mission and objectives of your assigned program. You’ll provide day-to-day leadership in virtual and hybrid settings, guide strategy and execution, and ensure processes and objectives are met.

You’ll oversee a broad range of services, including program and project management (scheduling, cost, risk, change, document control), preliminary design, technical support, permitting, governance, procurement, construction management, operations readiness, community engagement, and training. You’ll track performance across cost, schedule, scope, and quality for projects and the overall program.


Your Key Responsibilities

  • Advise and assist the client in program development and execution.
  • Lead a multi-disciplinary client, consultant, and sub consultant team and serve as a trusted advisor.
  • Establish and implement governance and best practices for project and program management.
  • Identify program delivery risks and challenges and implement strategies to address them.
  • Support client staff development through training and knowledge transfer.
  • Manage consultant services authorizations.
  • Prepare and review reports and submittals including technical and contractual documents.
  • Provide programmatic and technical support to client leadership and governing bodies.
  • Bundle and sequence backlogged projects for efficient capital project delivery and scenario planning efforts.
  • Update and refine program management plans.
  • Verify project delivery activities are consistent with Program policies and directives.
  • Lead large, complex teams through challenging assignments and complex client environments.
  • Assist the client in developing training or onboarding materials for new staff or consultants to the Program.
Qualifications

Your Capabilities and Credentials

  • Strong interpersonal, organizational, and communication skills.
  • Technical understanding of water and wastewater utility infrastructure and construction processes.
  • Knowledge of relevant building codes, safety precautions, and construction principles.
  • Experience with program startup and sales support is desirable. 
  • Experience with jurisdictional capital or operational funding processes, including CIP development and oversight.
  • Ability to pass a background check due to work associated with critical infrastructure.

Education and Experience

  • Required
    • BS in Engineering, Environmental Science, or related field
    • 15 years managing large water/wastewater projects/programs, including 5 years leading teams
    • 10 years’ overseeing programs with a large construction management element.

 

  • Preferred
    • MS in Engineering or MBA
    • PMP / PgMP (PMI) or ability to attain certification within 1 year
    • Experience with collaborative delivery models (e.g., CMAR, GC/CM, Progressive Design-Build)

About the Team
Pay Transparency: In compliance with pay transparency laws, pay ranges are provided for positions in locations where required. Please note, the final agreed upon compensation is based on individual education, qualifications, experience, and work location. At Stantec certain roles are bonus eligible. Actual compensation for part-time roles will be pro-rated based on the agreed number of working hours per week.

Benefits Summary: Regular full-time and part-time employees (working at least 20 hours per week) have access to medical, dental, and vision plans, a wellness program, health saving accounts, flexible spending accounts, 401(k) plan, employee stock purchase program, life and accidental death & dismemberment (AD&D) insurance, short-term/long-term disability plans, emergency travel benefits, tuition reimbursement, professional membership fee coverage and paid family leave. Regular full-time and part-time employees will receive ten paid holidays in each calendar year. In addition, employees will be eligible to accrue vacation between 10 and 20 days per year and eligible for paid sick leave (and if more generous, in accordance with state and local law).

Temporary/casual employees have access to 401(k) plans, employee stock purchase program, and paid leave, in accordance with state and local law.
