We are seeking a Proposal Writer with exceptional writing, organizational, and communication skills to join our Capture Management team. Ideally, you will have a proven track record of managing and developing high-quality, compliant responses to government RFPs/RFIs in a fast-paced, deadline-driven environment. This is a working leadership role where you will own all proposal-related activities, manage multiple proposals simultaneously, and collaborate with internal stakeholders to deliver tailored, compelling responses. 

A proactive approach to resolving issues, adherence to proposal compliance standards, and the ability to synthesize complex information into clear and impactful content will be essential. To thrive in this role, you’ll need to provide leadership and embrace a collaborative environment while maintaining a strong commitment to organizational success and continuous quality improvement. 

 

What You’ll Do 

Proposal Management: 

  • Act as the lead for all proposal-related activities and meetings. 
  • Manage the proposal process from evaluation to kick-off to submission for up to 4-6 proposals simultaneously. 
  • Set and adhere to deadlines, report on progress, and integrate demand for proposal team resources. 
  • Liaise with internal stakeholders (e.g., Leadership, Product Management, Services, SMEs, sales personnel) to gather information. 
  • Ensure compliance, responsiveness, and accuracy of compelling proposals. 
  • Proactively identify and resolve issues or risks. 
  • Use proposal tracking and reporting systems to log, monitor, and update bid opportunities. 
  • Leverage, maintain, and update the in-house proposal library in coordination with Capture Engineer. 
  • Adhere to end-to-end proposal management processes and drive completion of deliverables within deadlines and internal SLAs. 
  • Project manage completion of proposals within deadlines and SLAs. 

Proposal Writing: 

  • Develop responses aligned with RFP specifications, evaluation criteria, and win themes. 
  • Structure responses to meet objective RFP scoring criteria. 
  • Produce high-quality written content that is tailored, relevant, and error-free. 
  • Ensure compliance with branding and writing guidelines. 
  • Revise, repurpose, and tailor content for new proposals using a proposal knowledge base. 
  • Incorporate team feedback through multiple revision rounds. 
  • Proofread and perform quality assurance checks throughout the proposal lifecycle. 
  • Develop and assemble proposal content, including resumes, qualifications, references, staffing plans, budgets, and evaluation criteria. 
  • Create graphics, tables, and other visual materials to support responses. 
  • Complete bid forms and registrations for submission. 

 

What You’ll Need 

  • Proven ability to develop quality, compliant proposal responses under tight competing deadlines. 
  • Exceptional planning, organization, and productivity abilities. 
  • Strong proficiency in articulating complex information into clear, compelling language. 
  • Impeccable written communication and proofreading abilities. 
  • Advanced Microsoft Word skills (e.g., styles, tables, TOC, sections). Experience with Sharepoint, Excel, PowerPoint, and Outlook. 
  • 2-3 years of government proposal writing and management experience. 
  • Bachelor’s degree from a four-year college or university. 
  • High degree of professionalism and ability to handle confidential information. 
  • Passion for supporting law enforcement, first responders, and other government agencies. 
  • Commitment to continuous quality improvement and team collaboration. 
  • Resilient, self-motivated, and adaptable to high-pressure situations. 
  • Positive attitude and commitment to organizational success. 
  • Ability to thrive in a rapidly changing early-stage startup environment. 

 

Preferred Skills and Experience: 

  • APMP or Shipley certification. 
  • 3-5 years of proposal writing or marketing experience for software and services solutions. 
  • Public Safety Software Experience. 
  • Experience with Proposal Software (Responsive\RFPio, Visible Thread, Loopio, etc.). 
  • Familiarity with web-based business tools (Salesforce, GovSpend, GovWin, Fed Biz Ops, etc.). 
  • Willingness to learn and certify in new technologies and skills (AI, software tools, PMP, Shipley, APMP).
