The Safety & Compliance Manager leads safety initiatives, enforces compliance with safety regulations, develops training programs, and drives a safety culture within the organization.

The Safety & Compliance Manager provides leadership promoting strong safety culture, develop and manage an effective safety management system, ensure vessel and crew compliance with implementing corporate safety standards, improve measurable safety performance, and ensure company safety policies and procedures are consistent with governmental laws and regulations. Ensure overall environmental compliance including implementing, tracking, and enforcing compliance with applicable USCG, EPA and State regulations.
Primary Responsibilities
- Overall implementation and management of the company safety management system.
- Maintain leading and lagging indicator metrics; conduct trend analysis and maintain year to year measurements on program effectiveness.
- Maintain all Safety Documentation including Health Safety & Environmental Manual, Safety Management System Policy and Procedures Manual, Instructions and Notices.
- Participate as an active member of the safety committee charged with oversight and policymaking.
- Enforce and evaluate company procedures and protocols to ensure they are followed in accordance with company safety programs, safety regulations and industry safety standards.
- Develop online training content to support recurrent training requirements.
- Review and revise applicable necessary changes from findings to safety policies, safety training, etc.
- Keep apprised of regulatory changes that may affect the company’s safety policies, programs and safety training.
- Review and issue all Safety Instructions, Safety Notices, Near Miss/Incident Report Bulletins and crew safety communications and implement change consistent with safety management system, policies and procedures.
- Receive and provide follow through on all near miss reports, hazard observations and safety suggestions.
- Review incident tracking trend analysis and make applicable necessary changes to policies, training, etc.
- Instill safety awareness and support safety minded culture.
- Perform safety hazard analysis and risk identification analysis on a routine basis, train safety officers to perform same at least seasonally.
- Sail on all company vessels on an annual basis to assess and audit safety management system compliance.
- Attend, represent and participate in industry related safety meetings.
- Management and oversight of all safety and job competency training.
- Provide and create or recommend applicable safety training for supervisors and vessel personnel.
- Implement and develop safety training related to job competency, ensure that the training is in accordance with regulations and company requirements.
- Manage and provide director and support to the Safety & Compliance Administrator.
- Assist HR /Claims in incident investigations; provide audit and regulatory reports as needed.
- Direct POC for Merchant Mariner Credentials and licensing issues.
Qualifications
- BSBA / equivalent, or suitable industry experience in lieu of a degree
- BCSP Safety Management Specialist preferred
- Maritime Safety & Health Specialist Certification (UWDEOSH) preferred
- 5+ years of experience in maritime safety, operations, or equivalent, or previous experience in a related safety management role.
- Experience developing, implementing and maintaining safety programs/policies.
- Working knowledge of maritime environment, industry vessels, or equivalent preferred.
- Working knowledge of OSHA regulation as applicable to industry vessels and operations.
- Working knowledge of USCG regulations and programs such as Alternate Compliance and Fishing Vessel Safety requirements.
- Able to communicate clearly- in writing and while speaking publicly.
- Ability to communicate in English both orally and in writing.
- Public speaking in front of large groups.
- Ability to generate concise and clear written documentation, policies and procedures to vessels and corporate personnel.
- Excel in cross-functional working groups.
- Proficient computer skills including MS Suite, ERP & safety software systems.
- Strong interpersonal skills, ability to communicate and manage well at all levels of the organization and with staff at remote locations essential.
- Strong problem solving and creative skills and the ability to exercise sound judgment and make decisions based on accurate and timely analyses.
- High level of integrity and dependability with a strong sense of urgency and results-orientation.
- A self-starter who is motivated and able to set / meet deadlines.
- Friendly demeanor – approachable and helpful.
