The Opportunity:

CACI is seeking a Senior Principal Consultant (Oracle Integration & API Engineer) to design, build, and sustain the integration fabric that connects Oracle Fusion Cloud HCM to the broader federal HR technology ecosystem. This role supports a large-scale federal HCM modernization program that is replacing legacy HR systems across multiple federal agencies serving civilian employees.

You will engineer bidirectional interfaces between Oracle Fusion Cloud HCM and systems such as EHRI, eOPF, USA Staffing, USA Performance, Employee Express, MyPay, and federal payroll shared service providers (NFC, DFAS, and others). All integrations route through the federal API Management (APIM) gateway and adhere to OAuth 2.0, REST/JSON, and OpenAPI 3.0 standards.

Using Oracle Integration Cloud (OIC) and Oracle HCM APIs, you will build resilient, secure, and high‑performance integration flows meeting program uptime SLAs. This position represents a unique opportunity to architect the “plumbing” behind one of the largest federal HR cloud modernization efforts. As a Senior Principal Consultant, you will serve as a technical authority for the integration domain, set design standards, and advise senior program stakeholders.

This position is primarily remote; however, candidates may be required to report onsite in Reston as business needs arise.

Responsibilities:

  • Design, develop, and maintain integration interfaces between Oracle Fusion Cloud HCM and federal HR systems including EHRI (XML/SFTP), eOPF (EDF/FDF/IDF), USA Staffing (RPI/NHI/TUAPI), USA Performance, Employee Express, and MyPay

  • Engineer bidirectional payroll integration interfaces with federal payroll shared service providers (NFC, DFAS, IBC, GSA), implementing HCM Extract and payroll costing flows per provider‑specific file specifications

  • Build and configure integration flows using Oracle Integration Cloud (OIC), leveraging adapters, orchestration patterns, error handling, and retry logic to meet uptime SLAs

  • Implement integration endpoints through the federal APIM gateway using OAuth 2.0, REST/JSON, and OpenAPI 3.0 standards

  • Develop event-driven, webhook-based, near‑real‑time integrations for benefits enrollment, payroll changes, and personnel action notifications

  • Design and implement integration monitoring dashboards, alerting rules, and automated error recovery workflows

  • Create and maintain technical design documents, interface control documents (ICDs), data mapping specifications, and API documentation using OpenAPI 3.0

  • Support FEHB Data Hub integrations involving enrollment, reconciliation, and premium remittance exchanges

  • Collaborate with cybersecurity engineers to ensure FIPS 140‑3 encryption, CUI protocols, and SCIM 2.0 identity provisioning compliance

  • Participate in SAFe Agile ceremonies including sprint planning, backlog refinement, and integration testing

  • Support parallel payroll validation testing through automated comparison tools reconciling Oracle HCM payroll outputs against legacy system results

  • Serve as a recognized technical authority, setting standards, guiding strategy, and providing oversight across multiple workstreams or Agile Release Trains

  • Lead and mentor technical and functional team members, drive innovation, and represent technical perspectives to senior program leadership

Qualifications:
Required: 

  • Must be able to obtain and maintain a Public Trust clearance (U.S. Citizenship required)

  • Bachelor’s degree and 10 years of relevant experience (additional experience may be substituted for degree)

  • 10+ years of professional experience in integration development, API engineering, or enterprise middleware

  • 8+ years of hands-on experience with Oracle Integration Cloud (OIC), Oracle SOA Suite, or similar platforms

  • Strong proficiency in REST API development, JSON/XML, OAuth 2.0, and OpenAPI 3.0 specification design

  • Experience with Oracle Fusion Cloud HCM APIs including SOAP/REST, HCM Extracts, HDL/HSDL, BIP, and BI Publisher

  • Demonstrated experience with SFTP, message queuing, and batch file‑based enterprise integration patterns

  • Familiarity with CI/CD pipelines and Git

  • Experience working within SAFe Agile environments

Desired:

  • 11+ years of integration engineering experience with significant Oracle Fusion Cloud or Oracle ERP Cloud work

  • Oracle Cloud Infrastructure (OCI) or Oracle Integration Cloud certification

  • Experience integrating with federal HR systems such as EHRI, eOPF, USA Staffing, NFC, DFAS, Employee Express

  • Familiarity with federal APIM architecture and FedRAMP‑authorized integration environments

  • Experience with event-driven architectures, webhooks, or streaming integration patterns

  • Knowledge of federal data standards including EHRI XML schemas, EDF/FDF/IDF formats, HR‑XML

  • Scripting proficiency in Python, Groovy, or JavaScript for transformation logic and automated testing

  • Experience with Oracle Cloud technologies (OIC and/or OCI) in enterprise HCM/ERP environments

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$114,600-$252,100
