Leidos has an opening for a Senior Technical Advisor to support a Program Management Office (PMO) overseeing multiple large Indefinite Delivery/Indefinite Quantity (ID/IQ) contract vehicles.

The PMO is responsible for:

  • Managing the performance and compliance of subordinate Task Orders (TOs) under each IDIQ.

  • Expanding the use of IDIQs within Leidos and educating leaders and government customers on their benefits.

  • Conducting qualitative and quantitative analyses to support decision-making.

  • Reviewing customer policies, capabilities, and requirements to propose innovative solutions.

  • Liaising with government IDIQ personnel (Contracting Officer Representative (COR), CO/KO).

  • Establishing and maintaining relationships with teammates, subcontractors, and competitor organizations.

  • Tracking IDIQ usage and pipeline within Leidos.

  • Collaborating with business areas and divisions to achieve revenue, profitability, and growth objectives.

  • Implementing efficient processes for IDIQ execution and management.

Position Focus:

This role centers on building and maintaining strategic relationships with prospective and existing users of IDIQ vehicles—within Leidos and across government organizations, particularly the Department of Defense (DoD), Intelligence Agencies, and Military Services. The Technical Advisor will apply expertise in C5ISR mission operations, engineering, sustainment, and government acquisition/budgeting cycles to:

  • Identify opportunities for program expansion and IDIQ growth.

  • Establish strategic direction for IDIQ development activities.

  • Provide technical guidance that influences strategic client outputs and Leidos business success.

  • Develop new solutions and processes that strengthen Leidos’ competitive position in the marketplace.

  • Assess existing IDIQ activities and identify areas for adjacent growth.

  • Leverage unique expertise to propose new focus areas, customer engagements, and untapped markets.

Travel Requirements:

  • Up to 50% travel to CONUS and OCONUS locations.

  • Coordination with Leidos and government IDIQ customers and partners.

Primary Responsibilities:
  • Engage with Leidos Business Areas / Divisions to expand IDIQ contract vehicles, shape opportunities, and gather market intelligence.

  • Collaborate with Leidos IDIQ staff and government officials (COR, financial analysts, etc.) to assess opportunities and customer needs.

  • Work alongside solution architects, technical staff, business development teams, and capture organizations to support IDIQ program activities.

  • Track and report on Task Orders at different stages and brief leadership on IDIQ performance and future opportunities.

  • Develop and execute a customer engagement and business growth strategy.

  • Participate in technical conferences, demonstrations, and integration events hosted by IDIQ government and customer organizations.

  • Support the PMO in monitoring TO performance, ensuring compliance, mentoring TO PM staff, and resolving challenges.

  • Foster collaboration among TO customers, performing teams, and government IDIQ staff.

Basic Qualifications:
  • Bachelor’s degree and 20+ years of experience in C5ISR and strategic planning, or a Master’s degree with 13+ years of relevant experience.

  • Active TS/SCI security clearance or TS Clearance with SCI eligibility.

  • Experience in C5ISR Mission Operations and Support, with deep knowledge of US Armed Forces components, major commands, and branches.

  • Expertise in US Government acquisition and contracting processes.

  • Excellent written and verbal communication skills.

Preferred Qualifications:
  • Master’s degree or PhD.

  • Extensive knowledge of DoD and federal budgeting, acquisition, contracting, and procurement processes.

  • Experience developing capabilities in contested logistics, especially within SOF customer sets and Pacific/European commands.

Pay Range:Pay Range $134,550.00 - $243,225.00
