Transportation Infrastructure IT Project Test Manager
Location: Seattle, WA (Hybrid)
Position Description (PD)
Our client is implementing a transportation infrastructure IT modernization project in
Washington State. This requirement is a major, multi-year transformation effort to modernize
customer-facing ticketing, reservations, and terminal operations systems, as well as
implementation of a customer relationship management (CRM) system.
As a Transportation Infrastructure IT Project Test Manager, you will oversee Agile-driven project
test management in support of Ticke ng & Reservations Modernization (TRM). This will include
coordinated sprint execution with in-house staff, non-IT business unit personnel, interagency
partners, and other consultants to achieve on-me and on-budget delivery of IT modernization.
Key Responsibilities
As Test Manager, you will be responsible for producing Azure DevOps, test planning and test
management documenta on. You will also be involved in developing outside vendor selec on
Requests for Informa on (RFIs) and Requests for Proposals (RFPs) to ensure that the client’s
vendor partners comply with all government regulations and best practices. In addition, you
will accomplish the following:
- Establish best practices in Azure DevOps and Agile software development.
- Ensure contract requirements traceability.
- Set clear user acceptance criteria.
- Support an integrated project schedule.
- Rigorously evaluate system readiness before go/no-go decisions.
- Facilitate sprint ceremonies, including backlog refinement, sprint planning, test planning, sprint review, and retrospectives.
Position Qualifications:
- 5 years of experience managing IT projects, or 4 years with an associate degree, or years with a bachelor’s degree
- Degree must be in Informa on Systems, Business Administration, Project Management, or a related field
- Advanced Scrum Master expertise, including facilitation of Agile ceremonies, backlog refinement, and velocity management.
- Expert-level experience in Azure DevOps, including Test Plans.
- Ability to lead testing teams, including coaching of non-IT staff.
- Ability in establishing Agile software development and testing best practices.
- Strong communication, facilitation, and risk management skills.
- Excellent knowledge of standardized project management principles based on the Project Management Body of Knowledge.
- Utilization of industry standard project management software and tools
- Tracking project performance
- Creating and maintaining detailed documentation, project plans and schedules
- Performing quality control throughout project development
Desired Qualifications:
- Training and/or certification in:
- Agile software development and testing
- Azure DevOps
- Project Management (Project Management Institute preferred)
- Experience with automated testing tools especially related to CRM platforms and Azure DevOps
