- Lead the design and execution of core global trade compliance programs, including trade agreements, country of origin determination, customs valuation, duty mitigation strategies, supply chain security, and ADD/CVD obligations.
- Design, maintain, and evolve global trade compliance policies, procedures, and work instructions to reflect regulatory changes and align with Ciena’s operating model.
- Build and deploy enterprise-wide training programs that embed trade compliance awareness and adapt to evolving global regulatory requirements.
- Lead cross-functional programs in partnership with Global Trade, Legal, Supply Chain, Finance, and other stakeholders to advance Ciena’s global trade strategy.
- Drive program and project management initiatives that enable consistency, scalability, and governance across global trade compliance processes.
- Partner with IT and Global Trade stakeholders to enhance import/export data flows, automation, and trade compliance systems.
- Drive continuous improvement through KPIs, internal risk assessments, and corrective action plans that strengthen compliance controls and operational efficiency.
- Education: Bachelor’s degree in international trade, supply chain, business, law, or a related field.
- Experience: 10+ years of experience managing global or multi-regional trade compliance programs, including direct responsibility for import and export operations and trade risk mitigation.
- Knowledge and application of global trade regulations, including product classification (HTS, ECCN), customs valuation, country of origin determination, trade agreements, and export controls such as EAR and sanctions.
- Proven delivery of complex, cross-functional projects that integrate regulatory requirements into business processes and deliver scalable compliance solutions.
- Demonstrated application of project management methodologies to plan, coordinate, and execute global compliance initiatives.
- Experience deploying technology-enabled automation and process improvements within trade compliance systems.
- Experience using global trade compliance platforms such as Oracle GTM, SAP GTS, or similar systems.
- Demonstrated ability to communicate regulatory requirements, program milestones, and governance frameworks to diverse stakeholder groups.
- Ability to adapt compliance programs to evolving regulatory requirements, supply chain models, and business needs.
- Certifications: Licensed Customs Broker, Certified Export Specialist, or equivalent international trade certification.
- Experience with supply chain security programs such as C-TPAT or AEO.
- Background in trade cost optimization strategies and duty mitigation.
- Analytical experience conducting risk assessments, defining KPIs, and applying process improvement methodologies.
- Experience leading and coordinating responses to customs audits, inquiries, or compliance investigations.
- Familiarity with telecommunications or high-technology industry environments.
The annual pay range for this position in Canada is CAD $92,400 - $130,000
The annual pay range for this position in US is USD $103,200 - $150,000
Pay ranges at Ciena are designed to accommodate variations in knowledge, skills, experience, market conditions, and locations, reflecting our diverse products, industries, and lines of business. Non-Sales employees may be eligible for a discretionary incentive bonus, while Sales employees may be eligible for a sales commission.
