About the role

Concept Plus is seeking a Program Manager to provide overall leadership, direction, and management across all aspects of this DoW enterprise planning and execution capability. This role is responsible for ensuring the program meets all costs, schedule, and performance objectives while maintaining alignment with COCOM and Service operational priorities.

What you'll do

  • Provide day‑to‑day program oversight, including schedule management, resource allocation, budget tracking, and coordination of monthly software releases.
  • Serve as the primary liaison between COCOM and Service stakeholders, end users, and corporate leadership, delivering clear, concise, and timely program status updates to senior leadership on both the client and corporate side.
  • Lead risk identification, analysis, and mitigation planning to ensure program continuity and readiness.
  • Oversee requirements intake, refinement, prioritization, and alignment with warfighter needs in coordination with COCOM and Service program offices.
  • Manage cross‑functional development, testing, cybersecurity, and infrastructure teams to ensure successful delivery of capabilities.
  • Ensure compliance with all DoW and DISA policies, including cybersecurity requirements, RMF processes, configuration management, and documentation standards.
  • Monitor contractor, vendor, and subcontractor performance to ensure adherence to program deliverables and quality standards.
  • Facilitate Agile program activities, including sprint planning, backlog grooming, release planning, and retrospectives.
  • Lead program reviews, technical exchanges, and other program meetings with government and internal stakeholders.
  • Develop and maintain program roadmaps, long‑term modernization strategies, and release planning documentation.
  • Prepare and manage contract deliverables, reports, and required program documentation for government submission.
  • Support financial planning activities, including forecasting, cost estimates, burn rate tracking, and resource planning.
  • Maintain and communicate program performance metrics and dashboards to ensure transparency across all stakeholders.
  • Conduct annual performance reviews for all direct reports.
  • Approve timesheets for internal staff and subcontractor personnel.
  • Manage procurement and renewal of required licenses.
  • Coordinate, authorize, and facilitate conference travel.
  • Review and approve expense reports in accordance with company policy.

Required Qualifications

  • Bachelor’s degree in business, management, information systems, computer science, or a related field.
  • 10+ years of experience in program management supporting DoW or federal IT programs.
  • PMP Certified
  • US Citizen with SECRET or higher level clearance.

Preferred Qualifications

  • CSM or SAFe certifications.
  • Prior experience working with DoW planning, readiness, or execution systems.
  • Proven experience managing cost, schedule, performance, and risk for complex software or enterprise‑level programs.
  • Strong understanding of Agile methodologies and experience leading Agile development teams.
  • Demonstrated ability to brief senior government and corporate leadership, both verbally and in written form.
  • Experience managing cross‑functional technical teams, including development, testing, cybersecurity, and infrastructure.
  • Familiarity with DoW acquisition processes, program governance, and documentation requirements.
  • Knowledge of RMF, ATO processes, and cybersecurity compliance within the DoD environment.
  • Ability to manage budgets, track financials, and support forecasting and resource planning.
  • Strong organizational skills with the ability to manage multiple priorities and deadlines.
  • Proficiency with collaboration and program management tools (e.g., Jira, Confluence, Teams).
  • Experience in contractor/industry roles supporting DoW and/or Joint programs.
  • Familiarity with Generative AI tools, capabilities, and responsible‑use best practices to support program modernization and workflow improvements.
  • Ability to assess and integrate AI‑enabled solutions into program processes where appropriate.
  • Strong foundational understanding of software development concepts, including release management, version control, branching strategies, and software deployment workflows.
  • Experience collaborating with technical teams to understand impacts of code changes, release schedules, and environment dependencies.
