Who we are

In the past, to be a successful restaurateur, you simply had to have a passion for food and a passion for people - but to succeed as a digital restaurateur you also need to have a passion for technology. We believe in the joy of serving others, and that's why we created Otter – to help restaurateurs succeed in online food delivery. Restaurants around the world, both large and small, including Chick-fil-A, Ben & Jerry’s, KFC, and Eataly trust our software to power their delivery business. We increase sales, reduce order issues, and decrease delivery headaches.

About the role

We're looking for a Technical Program Manager (TPM) to drive the Data Quality program, a critical initiative to build a scalable, governed, and reliable data platform across the company. You'll partner with Data Engineering, Data Science, Infrastructure, Product, and Business teams to eliminate customer-facing data errors, reduce manual QA, and establish a single source of truth for metrics.

In this role, you'll lead the Data Governance Council (DGC), a cross-functional body responsible for setting and enforcing data governance standards. The ideal candidate is a systems thinker who can translate technical complexity into clear, actionable plans and knows when to drive alignment versus when to let teams execute.

What you’ll do

  • Own and drive complex, cross-functional technical programs from concept to launch, bringing clarity to ambiguous problem spaces.
  • Steer program direction by proactively identifying risks and dependencies, driving alignment through strong stakeholder relationships.
  • Drive the Data Quality program end-to-end, aligning initiatives across engineering, data, and product toward strategic goals.
  • Lead the Data Governance Council (DGC), driving policy decisions on certification, contract standards, and metric ownership.
  • Guide key workstreams including data contracts, pipeline observability, testing, lineage tracking, and freshness SLA compliance.
  • Facilitate program OKRs, roadmaps, and execution plans while ensuring delivery through prioritization, dependency tracking, and blocker resolution.
  • Champion data quality across the organization by enforcing metric definitions, SLAs, and clear ownership standards.

What we’re looking for

  • A Bachelor’s degree in a related field is required
  • 3+ years experience as a technical program manager or related discipline
  • Proven track record of delivering complex technical programs in a matrixed organization
  • Strong experience with data-related programs centered around quality, governance, or platform infrastructure
  • Ability to influence outcomes across teams without direct authority through trust, data, and clear communication
  • Technical fluency with data systems (comfortable reading code, writing SQL, understanding pipeline architecture)
  • Comfort with ambiguity, shifting priorities, and high-pressure environments

Why join us

  • Demand for online food delivery is growing really fast! In the last 5 years, just in the US, the overall market has expanded 10X from $10B to $100B, and could expand to $500bn- $1T by 2030.
  • Changing the restaurant industry: You’ll be part of a team that helps restaurants succeed in online food delivery.
  • Collaborative environment: You will receive support and guidance from experienced colleagues and managers, helping you to learn, grow and achieve your goals, and you’ll work closely with other teams to ensure our customer’s success.

And its status as a thriving tech ecosystem is attracting out-of-town companies looking to establish new tech and engineering hubs.

Key Facts About Seattle Tech

  • Number of Tech Workers: 287,000; 13% of overall workforce (2024 CompTIA survey)
  • Major Tech Employers: Amazon, Microsoft, Meta, Google
  • Key Industries: Artificial intelligence, cloud computing, software, biotechnology, game development
  • Funding Landscape: $3.1 billion in venture capital funding in 2024 (Pitchbook)
  • Notable Investors: Madrona, Fuse, Tola, Maveron
  • Research Centers and Universities: University of Washington, Seattle University, Seattle Pacific University, Allen Institute for Brain Science, Bill & Melinda Gates Foundation, Seattle Children’s Research Institute
