Job Description:
Parsons is looking for an amazingly talented Contract Specialist to join our team supporting our Federal client! In this role you will join a multi-disciplined program management team providing onsite support at the client office.
What You'll Be Doing:
- Act as the Company representative with the client during the program execution.
- Assist client Contracting Officers with procurement support requirements to execute their expanding construction program including:
- prepare acquisitions in adherence to Federal Acquisition Regulations (FAR), Office of Management & Budget, and U.S Government Accountability Office as applicable.
- generate and/or review solicitation documents such as Request for Proposals, contracts, modifications, sole source justifications, source selection memorandums, and other various documents
- review Statement of Work and Independent Government Estimate (IGE) for accuracy and completeness and accurate use of contract laws, regulations, GAO principles and practices
- review client contracts of all types to identify risks and conformity with company policy.
- propose alternative language and clauses to client contracts based on sound contracting approaches.
- ensure contracts are thoroughly reviewed for legal, risk management, tax, and accounting issues.
- monitor and administer the business provisions of prime contracts to ensure compliance with contractual terms and conditions.
- participate in resolving prime contract problems in accordance with prescribed project procedures and practices.
What Required Skills You'll Bring:
- 10+ years Federal contracting experience with high-value construction and design-build contracts in support of multi-$M Federal client construction programs
- BS Degree in Business Administration, Finance, Contract Management, or a related field
- Level III DAWIIA/FAC-C or FAC-C Professional certification
- Knowledgeable in a wide range of Contracting Types, including: Firm Fixed Price (FFP),
- Indefinite-Delivery/Indefinite-Quantity (IDIQ),Time-and-Materials (T&M), Design-Build, Architect-Engineer Contract (A/E) and methods i.e. (Sole source contracts, Small Business Set-Aside (SSSBS), Job Order Contract (JOC), Guaranteed Maximum Price (GMP) and Construction Manager at Risk (CMAR) contracts.
- Working knowledge of PC software packages typically associated with contract administration, including: Service Now, PRISM, Microsoft SharePoint, Word, Excel, PowerPoint, and Access, SAM.gov, Federal procurement Data System (FPDS), Current version of ERP/Peoplesoft, and familiarity with Costpoint
- Ability to independently perform day-to-day procurement activities.
- US Citizenship required
