Role Summary

Rowan Digital Infrastructure is seeking a Director of Energy Strategy & Development, New Markets to define and lead the energy strategy for Rowan’s expanding data center portfolio. This role is responsible for setting and executing multi‑year, function‑wide strategies that enable the delivery of reliable, scalable, and sustainable power infrastructure aligned with Rowan’s customer commitments and long‑term growth objectives for firm, clean, cost-effective capacity.

As a senior leader, you will own Rowan’s new market energy strategy end‑to‑end—spanning market entry, site selection, grid and alternative energy solutions, regulatory engagement, and commercial execution. You will partner closely with utilities, transmission system operators (TSOs), regulators, governments, customers, and internal teams to unlock capacity, mitigate risk, and accelerate development timelines across diverse regional power markets.

This role requires deep technical and commercial expertise in power infrastructure, strong regulatory fluency across utility jurisdictions, and the ability to lead complex, cross‑functional initiatives with material company‑wide impact. You will coordinate across a high‑performing team of energy professionals and act as a trusted advisor to Rowan’s executive leadership and Board of Directors.

Travel: Ability to travel up to 70% for stakeholder, utility and/or project related activities

Location: Must be US based, Denver, CO or Seattle, WA in-office strongly preferred

Compensation: $185,000-$215,000 (Offers Bonus)

Key Responsibilities

Define and Own Energy Strategy, New Market

  • Define, own, and deliver Rowan’s multi‑year new market energy strategy, ensuring alignment with company growth plans, customer requirements, and sustainability commitments

  • Set function‑wide priorities and guide market entry and expansion decisions across power markets

  • Influence company‑level strategy by integrating energy availability, grid constraints, alternative power solutions, and regulatory considerations into siting and investment decisions

Lead Energy Development & Execution

  • Originate, structure, and execute complex energy solutions to support large‑scale data center campuses, including grid interconnections, transmission upgrades, on‑site generation, storage, and renewable procurement

  • Lead negotiations with utilities, TSOs, regulators, and energy partners for interconnection, electrical service, and long‑term energy agreements

  • Develop creative, market‑specific solutions that accelerate timelines and mitigate constraints in capacity‑limited or highly regulated environments

Cross‑Functional & External Leadership

  • Act as Rowan’s senior energy representative with utility executives, regulators, government agencies, and major customers

  • Build deep partnerships across Development, Real Estate, Finance, Legal, Sustainability, and Business Development teams to ensure integrated decision‑making and execution

Governance, Risk, and Business Case Ownership

  • Build and own investment cases for energy infrastructure and commercial agreements; align executive leadership and the Board on risk, return, and execution strategy

  • Anticipate regulatory, market, and grid‑related risks; develop mitigation strategies for factors outside Rowan’s direct control

Education, Skills, and Experience
  • Bachelor’s degree in a relevant field (engineering, business, economics, construction management, real estate, or related discipline)

  • MBA or advanced degree preferred

  • 15+ years of experience developing power infrastructure for large, energy‑intensive assets (e.g., data centers, industrial facilities, infrastructure projects)

  • Demonstrated experience negotiating interconnection, transmission, and long‑term power agreements with utilities, TSOs, or renewable developers

  • Proven track record leading multi‑team, multi‑year initiatives with material business impact

  • Deep technical expertise in transmission and distribution infrastructure, with strong working knowledge of power market structures and regulatory frameworks

  • Experience working with hyperscale or large enterprise data center customers strongly preferred

  • Exceptional executive communication skills, including the ability to present complex topics clearly to senior leadership and Boards.

  • Strong strategic judgment, comfort with ambiguity, and ability to operate effectively in fast‑moving, highly cross‑functional environments

And its status as a thriving tech ecosystem is attracting out-of-town companies looking to establish new tech and engineering hubs.

Key Facts About Seattle Tech

  • Number of Tech Workers: 287,000; 13% of overall workforce (2024 CompTIA survey)
  • Major Tech Employers: Amazon, Microsoft, Meta, Google
  • Key Industries: Artificial intelligence, cloud computing, software, biotechnology, game development
  • Funding Landscape: $3.1 billion in venture capital funding in 2024 (Pitchbook)
  • Notable Investors: Madrona, Fuse, Tola, Maveron
