Salary range is $97k to $201k, with a midpoint of $149k.  New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

This is a term-limited position with an anticipated assignment of 5 years.


GENERAL PURPOSE:  

Under general direction, plans and leads technology processes to create strategy that guides business and technology change to the desired future state, focusing on holistic, secure, and sustainable capabilities and solutions, aligned to agency strategy, with a focus on AI-endabled, data-driven, and infractructure systems; monitor and plan agency responses to emerging risks and disruptions; furthers the architecture discipline for the agency; and continually improves enterprise architecture, and the services and value it provides.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

Expected of all Enterprise Architects (EA):

  • Support the operation, and ongoing improvement of an architecture discipline.
  • Support the delivery of agency and Information Technology (IT) strategic needs by supporting and overseeing progress towards an agency technology strategy.
  • Support the creation of principles, policies, and standards; and ensure a reliable and sustainable technology future through direct or indirect application of thereof.
  • Support the creation of an EA knowledge base and by continually improving your use of appropriate frameworks (such as ArchiMate and TOGAF).
  • Support remediation efforts related to asset or capability gaps and risks.
  • Support the creation of solution strategies and proposals, lead performance and oversight of the delivery of other architecture services.
  • Support the selection of strategic and major technology components and capabilities.
  • Support the creation of risk plans to emerging asset or capability risks for the agency.
  • Seek opportunities to standardize and improve existing and future technology systems and processes.
  • Promote the awareness and role of enterprise architecture within the agency.
  • Support, and continually improve, architectural services, functions, and processes.
  • Support the evaluation of systems as it relates to applicable state and federal laws, internal audit or other compliance concerns and formulate tactics and strategy to remediate identified gaps.
  • Support the evaluation and adoption of emerging AI technologies, including assessing risk, transparency, and alignment with agency policies and strategic direction.
  • Mentor and support the Solutions Architects within IT.
  • Maintains awareness of new trends and developments in transit and technology.
  • Provides support to the department on matters as directed.
  • Champions and models Sound Transit's core values and demonstrates values-based behaviors in everyday interactions across the agency.
  • Contributes to a culture of diversity, equity and inclusion in alignment with Sound Transit’s Equity & Inclusion Policy.

Specific to level:

  • Work primarily in a single technology and business domain.
  • Expected to predominantly engage at the Director level.
  • Lead strategic discussions and assessments that recommend general technology direction within your domain, and others as needed.

MINIMUM QUALIFICATIONS:

Education and Experience: Bachelor’s degree in Computer Science, Information Technology, Business Management Information Systems, or closely related field. Six years of progressive experience in a corporate information technology environment, including specific enterprise architecture, solutions architecture, or enterprise systems design experience; Or an equivalent combination of education and experience.

Required Knowledge and Skills:

  • Strong technical knowledge of IT enterprise systems at all layers including packaged and custom applications, middleware, operating systems, databases, servers, network, and cloud.
  • Understanding of business objectives, drivers, and principles, and how they relate to technology solutions.
  • Principles, practices, methods, and techniques used in IT systems architecture, design, implementation, and ongoing administration.
  • Designing scalable and sustainable solutions.
  • Operational, delivery, strategic, and planning functions of IT including corporate business systems and transit systems.
  • Experience implementing AI, machine learning, or predictive analytics architectures, including ongoing operations considerations.
  • Basic understanding of key issues and success factors within an IT organization.
  • Pertinent federal, state, and local laws, codes, and regulations.
  • Possesses a solid technology culture with a strong interest and ability in learning new technologies in both corporate business technologies and transit technologies.
  • Senior level experience in systems design and architecture for enterprise solutions.
  • Strong facilitation skills including conflict management, issue resolution, brokering agreements, and removing roadblocks.
  • Excellent communication skills.
  • Ability to advocate, promote, and sell ideas to achieve architectural goals, improve efficiency, and reduce complexity.
  • Experience modeling, analyzing, and/or prototyping alternate solutions.
  • Continuous improvement.
  • Developing design documents and presentations.
  • Taking an overall enterprise viewpoint, developing solutions to maximize overall efficiency, and avoiding technology silos.
  • Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups, and the general public. 
  • Working effectively under pressure, meeting deadlines, and adjusting to changing priorities.
  • Responding to inquiries and in effective oral and written communication.
  • Researching, analyzing, and evaluating new service delivery methods and techniques.
  • Working cooperatively with other departments, Agency officials, and outside agencies.

Preferred Knowledge and Skills:

  • Concepts, principles, and practices of enterprise architecture.
  • Experience implementing cloud and hybrid architectures.
  • Strong experience leading change within an organization.
  • The ability to coach and mentor others.
  • Familiarity with TOGAF, ArchiMate, or equivalent framework.
  • Familiarity with public procurement and related documents (RFPs, SOW, etc.).

Physical Demands / Work Environment:  

  • Work is performed in a hybrid office environment.
  • This position is responsible for reading, creating, and editing technical drawings; may be subject to seeing.
