Salary range is $104k to $206k with a midpoint of $155k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE: 

The MATOC Manager, within the Transformation division of the Capital Delivery Department (CDD), reports directly to the MATOC Deputy Director and supports implementation and continuous improvement of Sound Transit’s multi-billion-dollar planning, design, and construction program through the facilitation and administration of Multiple Award Task Order Contracts (MATOCs).

This role supports the delivery of major capital programs across multiple project lines by coordinating, standardizing, and monitoring task order planning and execution to ensure consistency, scalability, and performance across MATOCs. The role manages the day-to-day facilitation, performance, and execution of professional services MATOCs—including Environmental, Design, and Project/Construction Management (PM/CM) (with the potential for additional MATOCs as the program grows) to ensure timely, compliant, and high-quality contractor and consultant service delivery.

The Manager works cross-functionally with Capital Delivery teams, Procurement, and other agency departments to ensure process consistency, transparency, and adoption of MATOC best practices aligned with agency objectives.

ESSENTIAL FUNCTIONS:

  • Facilitate and support the administration and performance of agency MATOCs, including, but not limited to, Environmental, Design, and PM/CM contracts in conjunction with procurement and assigned project teams.
  • Facilitate and support task order planning, development, solicitation, evaluation, and award processes in coordination with project teams and Procurement.
  • Monitor task order execution to ensure compliance with contract terms, agency policies, schedules, and budgets.
  • Track task order utilization, consultant capacity, workload balance, and performance trends.
  • Support prioritization and forecasting of upcoming task orders across capital programs.
  • Identify and support resolution of escalated task order and consultant performance issues in conjunction with procurement and assigned project teams.
  • Provide input and support consultant performance evaluations and corrective action planning when necessary, in conjunction with procurement and assigned project teams.
  • Ensure MATOC processes and procedures are compliant with Sound Transit procurement policies, FTA requirements, and contract provisions.
  • Assist with conflict-of-interest (COI) reviews and risk mitigation related to task order assignments.
  • Support internal and external audits and quality assurance reviews.
  • Apply lessons learned and best practices to improve MATOC efficiency and consistency.
  • Advise MATOC Task Order Coordinators and/or Task Order Project Managers.
  • Provide coaching, mentoring, training, and performance feedback to staff.
  • Support workforce planning and staff development to meet program demands.
  • Promote a culture of accountability, collaboration, and continuous improvement.
  • Develop and maintain reports, dashboards, and metrics tracking task order performance, schedules, and consultant utilization.
  • Develop and maintain MATOC programmatic processes and procedures to improve efficiency and effectiveness of the MATOC program.
  • Support the use of SharePoint, PMIS, Power BI, and other agency systems for MATOC tracking and reporting.
  • Participate in the integration of MATOC processes into enterprise PMIS systems.
  • Support change management and knowledge transfer related to system and process updates.
  • Develop and deliver internal and external trainings with respect to MATOC processes, procedures, and best practices.
  • Build effective working relationships with project teams, consultants, procurement staff, and internal stakeholders.
  • Support industry engagement and promote Sound Transit’s role as a transparent and collaborative owner.
  • Prepare and present reports and briefings for external stakeholders and internal leadership as required.
  • Champions and models Sound Transit’s core values and demonstrates values-based behaviors across the agency.

MINIMUM QUALIFICATIONS:

Education and Experience: Bachelor’s degree in Architecture, Construction Management, Engineering, Business Administration, Public Administration, Finance, or a related field. Five years of progressively responsible experience in program management, contract administration, procurement, or large-scale AEC project delivery; Or an equivalent combination of education and experience. Three years of supervisory or lead experience overseeing staff, consultants, or multiple contracts

Preferred Licenses or Certifications:  

  • Professional Certification(s) in Contracting or Procurement

Required Knowledge and Skills:

  • Extensive knowledge of public-sector procurement and contract administration principles
  • Knowledge of task order competition and evaluation processes
  • Experience managing MATOCs and IDIQ services contracts
  • Understanding of AEC consultant services and project delivery practices
  • Familiarity with Federal and/or FTA regulations and audit/compliance requirements
  • Strong supervisory, coaching, and team leadership skills
  • Ability to manage multiple priorities in a fast-paced capital program environment
  • Effective written, verbal, and presentation communication skills
  • Ability to resolve conflicts and negotiate solutions with consultants and internal teams
  • Ability to analyze data, metrics, and reports to support decision-making
  • Proficiency with Microsoft Office and project management/reporting tools

Preferred Knowledge and Skills:

  • Experience managing multiple MATOCs simultaneously
  • Experience developing consultant performance metrics and scorecards
  • Understanding of portfolio-level consultant workload and capacity management
  • Familiarity with continuous improvement and lessons-learned programs
  • Experience with SharePoint, PMIS, Power BI, or similar platforms 

Physical Demands / Work Environment:

  • Work is performed in a hybrid environment with an expectation of working in office a minimum of 3 days per week.
