Project Description
The Senior IT Project Manager – T&I Modernization Portfolio will lead a portfolio of major Energy Modernization and IT System Transformation initiatives for the Ministry of Technology and Innovation.
The portfolio includes four key projects:
- ADX Studio Migration – Security & Platform Modernization
- Migrate legacy ADX Studio/CRM Dynamics applications to Microsoft Power Apps, Power Pages and Dataverse.
- Address cybersecurity vulnerabilities and modernize the application platform.
- Manage planning, architecture, requirements, workflow development, testing/UAT, change management and go-live.
- Natural Gas Royalty-in-Kind (GRIK) Initiative
- Modernize systems supporting Alberta's natural gas royalty-in-kind framework.
- Enhance MRIS, Intel ESG, Petrinex and CARS for physical volume tracking, reconciliation and financial integration.
- Support both voluntary and mandatory royalty-in-kind processes.
- Bitumen Royalty-in-Kind (BRIK) Regulatory Backstop
- Modernize legacy royalty systems to support mandatory BRIK regulatory requirements.
- Enhance ETS, OASIS, CARS, RFM and EAD.
- Support physical barrel deliveries, valuation, transaction classification and APMC reconciliation.
- Deliver manual processes initially, followed by full automation and integration.
- Enhanced Hydrocarbon Recovery Program (EHRP) Modernization
- Modernize applications supporting the Mature Asset Strategy and Incremental Hydrocarbon Recovery Royalty Regulation.
- Enhance application intake, approval workflows, eligibility assessment, royalty calculations, credit management and compliance reporting.
The Project Manager will manage these initiatives from project initiation through implementation and closure, ensuring delivery within scope, schedule, budget, governance and regulatory requirements.

Education
- Must meet the required education qualification specified by the Ministry.
Project Management Experience
- 8+ years experience defining project scope and goals in collaboration with business stakeholders.
- 8+ years experience developing project deliverables such as:
- Project charters
- Business cases
- Business/project plans
- Requirements documentation
- Project schedules
- Status reports
- 8+ years experience managing multiple projects concurrently.
- 8+ years experience as a Project Manager on large, complex custom software/IT projects.
- 4+ years experience working with ADX Studio and CRM Dynamics to Power Apps/Power Pages/Dataverse migration.
- Experience participating in the planning, execution, testing and/or deployment of these migrations.
- Experience delivering data, portal or application migrations.
Nice-to-Have Requirements
- 3+ years conducting, facilitating and interpreting risk and impact assessments.
- 3+ years creating and managing project forecast and actual budgets.
- 3+ years leading/facilitating meetings with stakeholders at all levels.
- 3+ years working in or for the public sector.
- Experience delivering mandated, legislated or regulatory projects.
- Experience in energy, oil & gas, royalties or government modernization.
- Experience with change management and organizational communications.
