Position: Project Manager
Role Overview
This is a hybrid Project Manager opportunity focused on
leading large-scale, complex digital discovery initiatives. The successful
candidate will oversee project delivery, governance, stakeholder engagement,
vendor management, Digital First Assessments, and strategic planning activities
while ensuring alignment with organizational project management standards and
digital frameworks.
Work Arrangement: Hybrid (3-4 days onsite per week,
1-2 days remote)
Key Responsibilities
- Provide
project management leadership and expertise for large-scale, highly
complex, enterprise-wide Discovery initiatives following Digital
Standards.
- Ensure
projects are delivered cost-effectively, efficiently, and in compliance
with organizational methodologies, digital standards, and governance
frameworks.
- Manage
project scope, budget, schedules, issues, risks, actions, decisions
(IRAD), financials, resources, stakeholders, reporting, and escalations.
- Lead
governance activities including steering committees, gating reviews, and
project checkpoints.
- Facilitate
stakeholder consultations, consensus building, and executive engagement.
- Develop
and maintain positive working relationships with business stakeholders,
project teams, subject matter experts, vendors, and external partners.
- Manage
project interdependencies and resolve complex issues across multiple work
streams.
- Provide
strategic advice, recommendations, and operational support to project
teams and leadership.
- Evaluate
options and provide recommendations regarding vendor and technology
partner proposals.
- Coordinate
and complete Digital First Assessment (DFA) activities during the
Discovery phase.
- Lead
project delivery utilizing Agile and Digital methodologies.
- Oversee
vendor performance, deliverables, and contract compliance.
- Support
procurement activities, including development of procurement artifacts
such as RFS, RFP, SOW, contracts, and approvals.
Qualifications & Experience
General Skills
- Demonstrated
experience leading Discovery projects from initiation through project
close-out.
- Experience
managing Digital First Assessments (DFA), operational transitions,
business planning, benefits realization, and funding requests.
- Strong
experience facilitating user research, service design workshops, journey
mapping, jurisdictional scans, conceptual solutions, and problem
statements.
- Ability
to understand business and executive objectives and translate them into
successful project outcomes.
- Proven
experience managing scope, budget, schedule, risks, resources,
deliverables, governance, and technical performance.
- Experience
identifying project risks and issues, developing mitigation plans, and
reporting to senior leadership.
- Strong
stakeholder management, facilitation, consensus-building, and change
management skills.
- Experience
building productive relationships with internal and external stakeholders,
including vendors.
- Experience
developing procurement documentation and managing procurement activities.
- Experience
managing Discovery vendor engagement and deliverables.
- Extensive
experience leading multi-disciplinary project teams and coordinating
project activities.
- Formal
project management certifications or training such as PMP, Scrum, Agile,
or equivalent.
Desired Skills
- Knowledge
of enterprise architecture practices, including business and information
architecture.
- Understanding
of Information Management principles, policies, and best practices.
- Knowledge
of Accessibility for Ontarians with Disabilities Act (AODA) requirements
and standards.
- Experience
working with predictive and Agile delivery methodologies.
Must-Have Requirements
- 10+
years of senior project management experience.
- Experience
leading large, complex, multi-disciplinary projects involving both
business and technology stakeholders.
- Proven
experience leading digital initiatives through Concept, Discovery, Design,
Prototype, Implementation, and Go-Live phases.
- Extensive
stakeholder engagement, facilitation, and consensus-building experience.
- Strong
executive communication and relationship management capabilities.
- Experience
managing vendor teams and third-party deliverables.
- Ability
to drive successful delivery within scope, schedule, budget, and quality
objectives.
