What You'll Do  

Reporting to the Director of Preconstruction, the Proposal Manager oversees the preparation, organization, and submission of complex EPC (Engineering, Procurement, and Construction) proposals for high-voltage distribution, substation, renewable, and utility electrical projects. This role provides advanced coordination across preconstruction functions and supports division-specific proposal efforts from RFP to release through to handover or archival. The Proposal Manager mentors proposal team members, enforces process standards, and contributes to continuous improvement initiatives that enhance proposal quality, compliance, and efficiency.

Key Responsibilities

The responsibilities include, but may not be limited to:  

  • Provide day-to-day guidance and support to Proposal Coordinators, including task oversight, escalation management, and mentorship.
  • Coordinate multiple concurrent proposals and RFP submissions, ensuring requirements, deadlines, schedules, checklists, and compliance standards are met.
  • Review RFP documents and create a proposal document that aligns with the clients request and the Rising Edge standard template.
  • Review RFP documentation and coordinate required inputs from estimating, engineering, procurement, HSE, quality, legal, and other stakeholders.
  • Coordinate internal review and approval processes, ensuring proposals are accurate, consistent, complete, and aligned with client and brand standards.
  • Work closely with estimators to incorporate accurate pricing, assumptions, and risk items into proposal submissions.
  • Manage proposal document control, including formatting, version control, submission packaging, and SharePoint organization from RFP release through estimate handover or archival.
  • Maintain proposal content libraries, templates, project information, corporate experience, resumes, organizational charts, and other supporting materials.
  • Maintain accurate CRM records related to proposal status, client interactions, outcomes, and business development metrics.
  • Serve as the central point of contact for proposal coordination, facilitating communication and alignment across internal teams.
  • Participate in proposal kickoff and close-out meetings, capturing requirements, lessons learned, and opportunities for improvement.
  • Identify and implement process improvements that streamline proposal workflows, strengthen document quality, improve knowledge management, and reduce risk.
  • Track proposal outcomes and support win/loss analysis and post-submission client feedback.

As a condition of employment, candidates will be required to complete pre-employment screening including professional reference checks and a criminal record check.

What We're Looking For  

  • Post-secondary education in Business Administration, Communications, Construction Management, English, or a related field.
  • Minimum 4–6 years of experience in proposal coordination or project administration, ideally within electrical utility, EPC, or construction industries.
  • Demonstrated ability to lead complex proposal efforts and coordinate multi-stakeholder inputs.
  • Prior experience in a lead or informal supervisory role is strongly preferred.
  • Proficient with Microsoft Office Suite (Word, Excel, Outlook, PowerPoint).
  • Skilled in SharePoint administration and organization.
  • Experience with CRM platforms and proposal tracking tools.
  • Comfortable editing and formatting documents for clarity, consistency, and impact.
  • Exceptional organizational and time management skills, with the ability to balance competing priorities under pressure.
  • Clear and professional verbal and written communication skills.
  • Team-oriented with a proactive and supportive leadership approach.
  • Detail-focused with a commitment to high-quality output and continuous improvement.
