About the Role
Redhorse Corporation is seeking a highly skilled and motivated Resource Efficiency Manager (REM) to play a vital role in achieving the Navy Region Northwest's energy goals. This position offers a unique opportunity to make a significant impact on sustainability initiatives across Naval Base Kitsap, Naval Base Everett, and NAS Whidbey Island. You will be instrumental in reducing energy consumption, improving resource resilience, and implementing cost-saving projects within these critical naval installations. This role is key to Redhorse's commitment to supporting government clients with innovative and impactful solutions in the areas of climate and energy change.

Key Responsibilities

  • Analyze utility data to identify trends, areas for improvement, and opportunities for energy savings.
  • Conduct energy audits of facilities and infrastructure to assess energy efficiency.
  • Update and maintain Installation Energy & Water Plans (IEWP), annual energy reports, and other required documentation.
  • Identify, develop, and implement energy efficiency and resilience projects.
  • Provide guidance on energy project funding mechanisms, including ERCIP, UESC, ESPC, and other relevant sources.
  • Provide expertise on measurement and verification protocols for energy projects.
  • Advise on relevant Executive Orders and energy policies.
  • Assist with awareness and behavioral change programs to optimize utility resource utilization (natural gas, electricity, coal, water, wastewater).

Required Experience/Clearance

  • Bachelor’s degree in Engineering or active Professional Engineering License and 5+ years’ experience in energy management; OR
  • Environmental Science, Business, or related degree and 8+ years’ experience in energy management; OR
  • Two-year technical degree and 10+ years’ experience in energy management; OR
  • No degree and 12+ years’ experience in energy management.
  • Proven performance in military engineering and/or energy management.
  • Certified Energy Manager (CEM) certification (obtainable within the first year of employment).
  • Experience with energy auditing, project development, life-cycle cost analysis, and building/facility operations.
  • Understanding of project programming, funding, and implementation at Department of Defense installations.
  • Expert-level proficiency in Microsoft Excel, PowerPoint, Word, Adobe products, and Outlook.
  • Strong verbal and written communication skills.
  • Excellent organizational and project management skills.
  • Critical thinking, decision-making, analytical, and problem-solving skills.
  • Ability to work independently and collaboratively within a team environment.
  • Adaptability and ability to thrive in a fast-paced environment.
  • Ability to analyze data, make decisions, and solve problems daily.
  • Valid State-issued driver’s license and auto insurance coverage of at least $100k liability.

Desired Experience

  • Documented achievement of substantial energy and maintenance savings in facility management.
  • Demonstrated ability to develop energy and maintenance baselines.
  • Professional Engineering (PE), LEED Accredited Professional (AP), or Certified Energy Auditor (CEA) certifications.
