Scrum Master

Information Technology Strategies, Inc. is a government IT solutions provider servicing commercial and government initiative in various parts of the United States. We are currently seeking a Scrum Master to work for our company.

Summary:

Supports the Defense Logistics Agency by providing Agile project support and business process expertise to an existing project team. Responsibilities include leveraging tools such as JIRA, Confluence, ServiceNow SPM, Microsoft SharePoint, PowerPoint, and Excel to manage tasks, support Scrum ceremonies, remove impediments, track sprint progress, manage dependencies, and facilitate communication across teams. Under the guidance of the Project Manager, the role also involves coaching teams, supporting Product Owners, driving continuous improvement, and coordinating cross-team dependencies. Additionally, the position contributes to defining system scope and objectives aligned with organizational business plans and project requirements while providing Agile guidance on the business implications of system applications.

Requirements:

• Eligibility to obtain a U.S. Government PUBLIC TRUST / SECRET / TOP SECRET Clearance. (Basic Federal Clearance requirements are U.S. Citizenship, clear criminal history check, no recent or pending bankruptcies)
• Relevant certification from a nationally recognized technical authority (Scrum Master, Agile certifications, etc.) 
• Must have a BS or BA or four (4) additional years of related experience in lieu of BS or BA.
• Five (5) years of relevant experience
• Experience delivering multiple Agile projects and removing blockers using the appropriate Agile project management methodology.
• Experience supporting the Project Manager with status reviews, sprint planning, and capturing meeting notes.
• Experience providing day-to-day sprint activities achieved through agile practices, including but not limited to scrum calls, consolidated backlog creation/update, user story creation/update, backlog grooming.
• Experience updating and maintaining existing end-user manuals and software guides.
• The ability to perform Quality Assurance (QA) and User Acceptance Testing (UAT); functional, regression, environment, and accessibility testing.
• Experience supporting data clean-up, research and analysis as needed.
• Experience supporting Program Management Operations (PMO) with related tasks and documentation creation.

Agile and Scrum Leadership

• Serve as Scrum Master for one or more cross-functional Agile delivery teams.
• Facilitate Sprint Planning, Daily Scrum, Backlog Refinement, Sprint Reviews, Sprint Retrospectives, and other Agile ceremonies.
• Ensure the team understands and consistently applies Scrum principles, Agile values, and agreed-upon delivery practices.
• Coach team members in self-organization, collaboration, accountability, and continuous improvement.
• Promote a team environment focused on transparency, trust, measurable outcomes, and sustainable delivery.
• Identify opportunities to improve team maturity, productivity, quality, and delivery predictability.

Sprint and Release Management

• Coordinate sprint planning and execution to ensure work aligns with program priorities, product objectives, and release commitments. 
• Partner with the Product Owner to maintain a healthy, prioritized, and actionable product backlog. 
• Ensure user stories have clear acceptance criteria, appropriate estimates, dependencies, and definitions of ready and done.
• Monitor sprint progress and proactively identify risks to sprint goals.
• Track commitments, completed work, carryover, blocked items, and delivery trends.
• Support release planning, Program Increment planning, roadmap development, and milestone tracking as applicable.
• Coordinate dependencies across Scrum teams, shared services, infrastructure teams, security teams, and external stakeholders.

Impediment and Risk Management

• Identify, track, escalate, and facilitate resolution of technical, organizational, resource, and process impediments.
• Proactively identify risks and dependencies that may affect sprint or release commitments.
• Work with technical and program leadership to resolve issues outside the team’s immediate control.
• Maintain visibility into blockers, risks, assumptions, dependencies, and decisions.
• Escalate critical delivery issues promptly while ensuring appropriate ownership and follow-through.

Agile Metrics and Reporting

• Track and analyze Agile delivery metrics, including:

• Velocity Sprint burndown/burnup
• Commitment reliability
• Cycle time
• Lead time
• Throughput
• Defect trends
• Escaped defects
• Work-in-progress
• Sprint goal achievement
• Backlog health

• Use metrics to identify trends and improvement opportunities rather than simply reporting statistics.
• Develop dashboards and status information for team, program, and customer leadership.
• Provide accurate information regarding sprint progress, risks, blockers, dependencies, and delivery forecasts.
• Support data-driven planning and continuous improvement.

Team Coaching and Continuous Improvement

• Coach Product Owners, developers, testers, architects, analysts, and other team members on Agile practices.
• Help teams identify root causes of recurring delivery challenges.
• Facilitate meaningful retrospectives that result in specific and measurable improvement actions.
• Track retrospective actions through completion.
• Encourage knowledge sharing, cross-functional collaboration, and collective ownership.
• Help teams reduce unnecessary handoffs, bottlenecks, and work-in-progress.
• Support adoption of engineering practices that improve quality and deployment frequency.

DevSecOps and Technical Delivery Support

• Work closely with development, testing, security, cloud, infrastructure, and DevSecOps teams throughout the delivery lifecycle.
• Promote integration of development, security, testing, and operations activities within Agile delivery.
• Support CI/CD-based development and automated build, test, security, and deployment processes.
• Ensure cybersecurity, accessibility, architecture, configuration management, and operational requirements are incorporated into backlog planning.
• Help teams integrate technical debt, security remediation, defects, modernization work, and operational requirements into sprint planning.
• Coordinate Agile delivery with change management and release management processes.

Stakeholder Collaboration

• Serve as a communication bridge among delivery teams, Product Owners, program leadership, customers, and external stakeholders.
• Facilitate discussions that resolve competing priorities, dependencies, and delivery constraints.
• Support demonstrations of completed functionality during Sprint Reviews and stakeholder sessions.
• Ensure stakeholder feedback is captured, prioritized, and incorporated into future planning.
• Promote visibility into progress without creating unnecessary administrative overhead for delivery teams.

Agile Tools and Documentation

• Maintain accurate Agile information using tools such as Jira, Azure DevOps, Rally, or similar platforms.
• Support dashboards, sprint boards, product backlogs, release plans, roadmaps, dependency tracking, and Agile reporting.
• Maintain relevant Agile documentation in Confluence, SharePoint, or comparable collaboration platforms.
• Ensure Agile artifacts remain current, useful, and aligned with program reporting requirements.
• Experience supporting the Project Manager with status reviews, sprint planning, and capturing meeting notes.
• Experience providing day-to-day sprint activities achieved through agile practices, including but not limited to scrum calls, consolidated backlog creation/update, user story creation/update, backlog grooming.

Preferred:

• Currently hold an active SECRET clearance or higher
• Relevant certification from a nationally recognized technical authority (Scrum Master, Agile certifications, etc.)
