Senior Business Development Director NSO
 

We are seeking a Senior Business Development Director to play a key role in advancing growth across our Defense & Intelligence Sector. This position drives strategic planning, pipeline development, and capture initiatives for Mission Software business within the National Security & Operations (NSO) sector by providing high-impact contributions across the full business development lifecycle—from market research and opportunity identification to proposal development and stakeholder engagement. The ideal candidate will thrive in a collaborative, mission-driven environment and bring curiosity, initiative, and hard work.

This candidate will enjoy a virtual work arrangement with travel 25% to 50% of the time.

Responsibilities: The Senior Business Development Director will be accountable for:

Business Development & Growth Support:

  • Execution of the NSO Strategic Plan/Vision, and the development and implementation of the Defensive Cyber Tools, Mission Command & Control Solutions, and related growth focus areas (pipeline, sales/conversion). 

  • Short and long-term business and marketing strategies aligned with Defense & Intelligence Strategic Roadmap and NSO Vision, to include a focus on growth focus areas.  

  • Pipeline development and maturity, to include managing the qualification of new opportunities, capture and engagement strategies, proposal preparation, and overall conversion of both tactical (on-contract, TDLs) and strategic sales. Pipeline metrics will include volume (qualified opportunities aligned to growth focus areas), velocity (pace of opportunities from qualification through pursuit), and quality (continuous improvement of pWin through engagements, positioning, solutioning, and key capture activities).

Strategic Planning & Market Positioning:

  • Develop campaign materials and presentations that articulate value proposition.

  • Identify and cultivate partners that will provide value to the company position for both market and individual benefit.

Pipeline & Capture Support:

  • Maintain Salesforce with accurate and detailed data to ensure that reporting is aligned with forecast and actuals. Accountable for data integrity and continuous oversight, as this data will be the authoritative source for all pipeline associated reporting.

  • Directs marketing campaigns to establish and cultivate key customer relationships, staffing/recruiting strategies, IR&D and technology investments, government relations, HR/people considerations.

Desired Outcomes:

  • Support a consistently high book-to-bill ratio (meet/exceed business plan), indicating robust new business acquisition relative to current project completion rates. This shows effective pipeline development and successful contract wins.

  • Significantly improve the win rate for new business opportunities, demonstrating effective market expansion and penetration strategies.

  • Maintain or enhance the win rate for contract renewals, reflecting strong customer relationships and satisfaction with services delivered.

  • Elevate the success rate in converting identified new business opportunities into contracts, indicating strong proposal development and competitive positioning.

  • Increase market recognition for NSO and related growth focus areas.

  • Develop and strengthen strategic partnerships and alliances that enhance Parsons' market position and offer competitive advantages in key areas.

  • Lead the adoption of cutting-edge technologies and innovative practices in business development strategies, positioning Parsons as a leader in the industry. 

Candidate Profile:

  • 10+ years of relevant experience in Strategy, Business Development, Capture, Pricing, and Proposals, particularly in DoD and IC market.

  • Demonstrated success in leading growth in complex, multi-dimensional organizations ($300M+) with pipeline/sales accountability for $100M+.

  • Proven track record in business capture and proposal process for large-scale government programs. Demonstrated ability to identify and capture opportunities >$100M. 

  • Superior EQ and interpersonal skills, adept at building relationships and consensus across diverse stakeholder groups.

  • Strategic vision and innovative thinking, with a hands-on approach to business advancement.

  • Proven leadership skills, with a history of building high-performance organizations and fostering a culture of approachability, engagement, and customer/employee focus.

  • Organized, detail-oriented, and comfortable managing multiple tasks simultaneously.

  • Proficient in Microsoft Office Suite; familiarity with Salesforce.

  • Active Top Secret SCI security clearance

Desired Skills:

  • Familiarity with Parsons corporate tools and technologies for managing business pursuits, financials, operations and projects

Salary Range: $176,900.00 - $332,400.00

This position is eligible for incentive compensation.
