JOIN OUR MISSION TO END HOMELESSNESS

Plymouth Housing is a nonprofit organization that develops and operates permanent supportive housing for single adults who have experienced chronic homelessness. With apartment buildings throughout King County, we believe everyone deserves a safe home and the opportunity to thrive. That’s why we provide long-term housing paired with on-site services that promote stability, health, and community. Our culture is rooted in dignity, respect, and shared responsibility: We practice hospitality, communicate with care, and collaborate across differences. We value lived experience, cultural responsiveness, and approaches grounded in harm reduction, trauma-informed practice, and resident choice. We look for people who are committed to safety, learning, and continuous improvement — and who bring steady, values-aligned service in moments that are complex or high-stress.

ABOUT THIS ROLE

Bring your HR leadership expertise to a mission that matters. As Senior HR Manager at Plymouth Housing, you will lead day-to-day HR operations supporting a workforce of more than 500 employees in a unionized environment. Your work will help ensure that the people delivering mission-critical permanent supportive housing services receive responsive, consistent, and equitable HR support.

Working closely with the Director of HR, you will translate HR strategy into effective practices across labor and employee relations, compensation, benefits, HR systems, compliance, and performance management. You will lead four HR professionals—two HR Business Partners and two Total Rewards Specialists—and partner with leaders across the organization to resolve complex issues, strengthen manager effectiveness, and improve the employee experience.

This is a hands-on leadership opportunity for someone who brings sound judgment, builds trust across differences, and balances immediate needs with lasting improvements to systems and service delivery.

PRIMARY RESPONSIBILITIES

  • Lead and develop the HR team. Set clear expectations, coach staff, establish service standards, and coordinate work across specialized HR functions to deliver cohesive support to employees and managers.
  • Oversee daily HR operations. Guide onboarding, employee transitions, performance management, corrective actions, and offboarding, ensuring consistent and equitable application of policies across union and non-union staff.
  • Support effective labor and employee relations. Partner with the Labor Relations HR Business Partner on collective bargaining agreement administration, grievances, and Labor-Management Committees. Guide complex employee investigations with attention to fairness, documentation, and risk mitigation.
  • Strengthen compliance and accountability. Oversee employment-related reporting, audits, leave and accommodation practices, and compliance with applicable federal, Washington State, and local requirements.
  • Direct total rewards administration. Oversee benefits, annual open enrollment, vendor relationships, compensation structures, market and internal equity reviews, job evaluations, and wage adjustments. Partner with Payroll to implement union wage requirements accurately.
  • Improve HR systems and service delivery. Optimize ADP Workforce Now, maintain data integrity, develop reporting, and streamline workflows through clear procedures, technology improvements, and automation.
  • Build manager capability and organizational effectiveness. Lead the performance management cycle and partner with leadership to deliver training on employee relations, progressive discipline, union contract requirements, and trauma-informed practices.
  • Use data to guide decisions. Establish HR performance measures and translate workforce trends into practical recommendations for retention, engagement, compliance, and operational improvement.
  • Manage resources and support change. Oversee the HR operating budget, vendor contracts, and expenses while supporting organizational transitions, crisis response, and timely policy implementation.

KNOWLEDGE, SKILLS, AND ATTRIBUTES WE NEED FROM YOU

  • Builds trust and works respectfully with people from many backgrounds and lived experiences, contributing to safe, welcoming housing communities where residents experience dignity, choice, and belonging.
  • Uses self-awareness and humility to communicate effectively across differences, adapt approach, and treat people with fairness and respect.
  • Brings broad HR expertise spanning labor relations, employee relations, compensation, benefits, compliance, HR systems, and performance management.
  • Understands collective bargaining agreement administration, grievance processes, and employee representation rights, including Weingarten rights.
  • Applies knowledge of Washington employment practices, including workers’ compensation, Paid Family and Medical Leave, accommodations, and wage compliance.
  • Leads specialized teams with clear direction, accountability, and support for professional growth.
  • Exercises sound judgment and discretion when navigating sensitive employee matters and competing organizational needs.
  • Communicates complex policies and requirements clearly and provides practical, collaborative guidance to leaders and staff.
  • Uses data to identify trends, solve problems, and recommend meaningful improvements.
  • Designs effective processes and follows through on implementation while balancing daily demands with longer-term priorities.

QUALIFICATIONS

What you need to know about the Seattle Tech Scene

Home to tech titans like Microsoft and Amazon, Seattle punches far above its weight in innovation. But its surrounding mountains, sprinkled with world-famous hiking trails and climbing routes, make the city a destination for outdoorsy types as well. Established as a logging town before shifting to shipbuilding and logistics, the Emerald City is now known for its contributions to aerospace, software, biotech and cloud computing. And its status as a thriving tech ecosystem is attracting out-of-town companies looking to establish new tech and engineering hubs.

Key Facts About Seattle Tech

  • Number of Tech Workers: 287,000; 13% of overall workforce (2024 CompTIA survey)
  • Major Tech Employers: Amazon, Microsoft, Meta, Google
  • Key Industries: Artificial intelligence, cloud computing, software, biotechnology, game development
  • Funding Landscape: $3.1 billion in venture capital funding in 2024 (Pitchbook)
  • Notable Investors: Madrona, Fuse, Tola, Maveron
  • Research Centers and Universities: University of Washington, Seattle University, Seattle Pacific University, Allen Institute for Brain Science, Bill & Melinda Gates Foundation, Seattle Children’s Research Institute
