Lead DISA-focused mainframe and legacy modernization engagements as the primary Red Canyon interface. Red Canyon Technologies is seeking a Technical Program Manager (Technical PM) to serve as the primary project lead on mainframe and legacy system modernization engagements under the DISA Reforged contract. This is not a traditional PMO role — the ideal candidate is a seasoned technologist who has grown into program management, or a program manager with deep enough technical credentials to credibly lead and defend technical decisions at the customer level.
The Technical PM will serve as the face of Red Canyon on day-to-day project execution, owning the relationship with the Government customer, managing the delivery team, and ensuring that modernization efforts stay on schedule, on budget, and technically sound. This person must be capable of standing their ground in technically complex conversations and advocating for the right approach — even under pressure from customers, subcontractors, or competing vendors.

Responsibilities
- Serve as the primary Red Canyon interface to DISA customers on assigned task orders, building and sustaining trust through technical credibility and delivery excellence.
- Lead day-to-day project execution: manage scope, schedule, budget, risks, and issues across modernization engagements that may include mainframe assessment, migration planning, and implementation.
- Own project documentation: PWS task deliverables, status reports, risk registers, meeting minutes, and other contractually required artifacts.
- Facilitate coordination among subcontractors, DISA stakeholders, and Red Canyon technical staff; drive decisions and resolve conflicts without escalation where possible.
- Represent Red Canyon in formal customer meetings, working groups, and technical reviews — capable of defending technical approaches, methodologies, and deliverable quality.
- Translate complex technical work into clear, executive-friendly communications for Government leadership.
- Mentor junior team members and incoming staff, with a goal of making your direct involvement increasingly strategic over time as the delivery team matures.
- Support proposal activities, RFI responses, and business development efforts as needed, particularly on Reforged task order bids.
- Performs other related duties as assigned.
Qualifications
- 8+ years of experience in IT program or project management, with at least 3 years managing Federal Government contracts.
- Secret clearance required; active clearance strongly preferred.
- PMP, PgMP, or equivalent project management certification.
- Demonstrated technical background knowledge in one or more of the following: mainframe environments (IBM Z, COBOL, JCL), legacy system modernization, cloud migration, or enterprise application development.
- Proven ability to engage substantively in technical discussions — not just manage the process, but understand the substance well enough to ask the right questions and push back when needed.
- Experience leading teams in a delivery environment where the contractor is accountable for outcomes, not just effort.
- Familiarity with Federal contracting processes, including IDIQ/task order structures, CDRL/deliverable management, and COR relationships.
Preferred
- Direct experience supporting DISA, DoD, or other Federal defense agency IT programs.
- Familiarity with mainframe modernization frameworks, including application assessment methodologies, refactoring approaches, and cloud integration patterns.
- Experience working within RMF, ATO, or CMMC compliance environments.
- Background supporting both assessment and implementation phases of large-scale modernization efforts.
- Active TS/SCI clearance.
