Overview:

The Associate Vice President of Interoperability Strategy, Operations & Partnerships will lead Inovalon’s enterprise strategy, operating model, and strategic partner ecosystem for healthcare interoperability and data exchange.

This executive will be responsible for advancing Inovalon’s ability to securely acquire, exchange, normalize, and operationalize healthcare data across payers, providers, electronic health record (EHR) platforms, health information exchanges (HIEs), Qualified Health Information Networks (QHINs), health systems, data aggregators, healthcare technology companies, and other strategic partners.

The Associate Vice President will establish and execute a comprehensive interoperability strategy that expands Inovalon’s connectivity, improves operational performance, strengthens strategic partnerships, reduces the cost and complexity of healthcare data acquisition, and enables Inovalon’s products and solutions to deliver greater value to customers.

Operating at the intersection of technology, product, operations, data strategy, regulatory strategy, and external partnerships, this role will collaborate with executive leadership to transform interoperability from individual connections and capabilities into a scalable enterprise function that supports growth, operational efficiency, product innovation, and competitive differentiation.

Duties and Responsibilities:

Enterprise Interoperability Strategy

  • Develop and execute Inovalon’s enterprise interoperability strategy and multi-year roadmap across clinical, administrative, claims, provider, and other healthcare data domains.

  • Establish a scalable enterprise interoperability framework supporting data exchange across Inovalon products, platforms, customers, and business units.

  • Define enterprise capabilities and priorities across FHIR APIs, HL7 v2, X12/EDI, C-CDA/CCD, APIs, TEFCA, QHIN connectivity, and emerging healthcare data exchange standards.

  • Identify opportunities to transition fragmented, manual, and higher-cost data acquisition processes toward scalable digital connectivity.

  • Partner with Product and Technology leadership to translate interoperability strategy into platform capabilities and product roadmaps.

  • Assess build, buy, and partner opportunities based on business value, speed to market, scalability, and competitive differentiation.

  • Develop investment strategies and business cases supporting expansion of enterprise interoperability capabilities.

Interoperability Operations

  • Establish and lead a scalable operating model for interoperability and healthcare data exchange.

  • Provide executive oversight of interoperability operations, integrations, connectivity, partner performance, and data exchange workflows.

  • Establish enterprise KPIs and SLAs for connectivity, transaction volume, turnaround time, data quality, availability, cost, and partner performance.

  • Implement standardized operational governance, performance reviews, escalation processes, and corrective-action frameworks.

  • Drive continuous improvement across interoperability workflows, technology, partnerships, and operating processes.

  • Identify opportunities to leverage automation, artificial intelligence, machine learning, and advanced analytics to improve data acquisition, matching, normalization, quality, and operational efficiency.

  • Develop capacity, financial, and operational models that allow interoperability capabilities to scale with Inovalon’s growth.

  • Drive measurable improvements in cost, turnaround time, reliability, scalability, quality, and customer outcomes.

Strategic Partnerships & Alliances

  • Develop and execute an enterprise partnership strategy across the healthcare data ecosystem.

  • Build and manage executive-level relationships with EHR vendors, HIEs, QHINs, health systems, healthcare data networks, data aggregators, payers, providers, and technology companies.

  • Expand Inovalon’s national connectivity footprint through strategic partnerships and alliances that provide scalable and differentiated access to healthcare data.

  • Identify emerging partners, technologies, and data sources capable of expanding Inovalon’s enterprise capabilities.

  • Lead strategic and commercial discussions related to connectivity, APIs, data exchange, data access, service levels, and partnership models.

  • Partner with Legal, Privacy, Security, Compliance, and Finance on BAAs, DUAs, SOWs, SLAs, licensing arrangements, and other partnership agreements.

  • Establish partner scorecards and governance frameworks measuring connectivity, coverage, turnaround time, quality, cost, reliability, and strategic value.

  • Represent Inovalon with senior executives and industry leaders across the healthcare interoperability ecosystem.

Product, Customer & Commercial Enablement

  • Partner with Product, Sales, Strategy, and business leadership to identify opportunities where interoperability can strengthen Inovalon’s products and customer value propositions.

  • Translate interoperability capabilities and strategic partnerships into scalable products and services.

  • Support strategic customer discussions requiring executive-level expertise in interoperability, healthcare data exchange, regulatory requirements, and ecosystem connectivity.

  • Partner with commercial leadership to identify opportunities where expanded interoperability capabilities can support customer acquisition, retention, expansion, and revenue growth.

  • Develop business cases demonstrating the financial and strategic value of interoperability investments and partnerships.

Regulatory & Industry Strategy

  • Monitor evolving healthcare interoperability policy, regulations, standards, and market trends and translate them into enterprise strategy.

  • Provide executive leadership regarding CMS and ONC interoperability requirements, FHIR, TEFCA, information blocking, USCDI, payer-to-payer exchange, provider access, prior authorization, and emerging healthcare data requirements.

  • Ensure interoperability strategies and operations align with HIPAA, privacy, security, consent, data-use, and regulatory requirements.

  • Identify opportunities where regulatory requirements can be transformed into scalable capabilities and market differentiation.

  • Represent Inovalon in relevant industry forums, standards organizations, healthcare associations, and interoperability initiatives.

Executive Leadership & Organizational Development

  • Serve as Inovalon’s executive leader and subject matter expert for interoperability strategy, operations, and strategic partnerships.

  • Advise executive leadership on healthcare data trends, regulatory developments, operational performance, competitive positioning, partnership opportunities, and investment priorities.

  • Build and lead a high-performing organization spanning interoperability strategy, operations, integrations, connectivity, partner management, and related capabilities.

  • Develop and mentor leaders and teams capable of supporting Inovalon’s evolving interoperability strategy.

  • Foster a culture of collaboration, accountability, innovation, transparency, ownership, and continuous improvement.

  • Lead complex initiatives across Product, Technology, Data, Operations, Sales, Strategy, Legal, Privacy, Security, Compliance, Procurement, and Finance.

Job Requirements:

  • 15+ years of progressive leadership experience in healthcare technology, interoperability, healthcare data, operations, product, platform, strategic partnerships, or related fields.

  • Deep knowledge of healthcare data exchange standards and technologies, including FHIR, HL7, X12/EDI, C-CDA/CCD, APIs, and healthcare data networks.

  • Demonstrated experience leading large-scale healthcare interoperability, integration, or data exchange capabilities.

  • Proven experience establishing and managing strategic relationships with healthcare organizations and technology partners.

  • Strong understanding of CMS and ONC interoperability regulations, TEFCA, information blocking, USCDI, and evolving healthcare data requirements.

  • Experience managing operating budgets, vendor and partner investments, forecasts, and business cases.

  • Demonstrated ability to deliver measurable financial, operational, and customer outcomes from technology and interoperability investments.

  • Experience leading complex enterprise initiatives across multiple business units and functional organizations.

  • Strong executive communication, relationship-management, negotiation, and influencing capabilities.

  • Ability to translate complex healthcare technology, operational, and regulatory concepts into clear business strategies and executive-level recommendations.

  • Experience establishing large-scale connectivity across EHRs, HIEs, QHINs, health systems, payers, and healthcare data networks.

  • Experience with payer-provider data exchange, clinical data acquisition, risk adjustment, quality, payment integrity, analytics, or real-world data.

  • Experience developing or commercializing healthcare data and interoperability capabilities.

  • Experience applying AI, machine learning, automation, and advanced analytics to healthcare data acquisition and exchange.

  • Demonstrated success developing strategic partner ecosystems and negotiating complex healthcare data and technology agreements.

Education:

  • Bachelor’s degree in Business, Healthcare Administration, Health Informatics, Information Technology, Computer Science, or a related field.

Physical Demands and Work Environment:

  • Sedentary work (i.e. sitting for long periods of time).

  • Exerting up to 10 pounds of force occasionally and/or negligible amount of force.

  • Frequently or constantly lift, carry, push, pull or otherwise move objects and repetitive motions.

  • Subject to inside environmental conditions.

  • May require travel up to 50%.
