Job Description:

Transform expertise into mission impact as a DCPDS Human Resource Specialist supporting the Department of the Navy’s civilian workforce operations. Your work will ensure accuracy, compliance, and readiness across personnel transactions, personnel/pay interfaces, system testing, and HR processing activities that directly support the DON’s Total Force civilian mission.

HOW A DCPDS HUMAN RESOURCE SPECIALIST WILL MAKE AN IMPACT

  • Perform personnel transactional processing in the DoD’s DCPDS Enterprise Suite (production and Quality Center test environments) in accordance with OPM’s Code of Federal Regulations and the Guide to Personnel Processing.
  • Support DON civilian workforce performance actions within the DPMAP module of DCPDS, including researching, assessing, resolving, and validating performance-related transactions.
  • Execute transactional processing and quality assurance for Wage Mariner personnel, including preparing, generating, and submitting Change Request Transmittals (CRTs) to DHRA DMDC for annual pay table updates and system issue resolution.
  • Resolve complex personnel transaction issues involving DCPDS and its interfaces with the Defense Civilian Payroll System (DCPS). Conduct root‑cause analysis, replicate errors, identify sources of interface problems, input simulated data in test environments, and analyze results.
  • Conduct research, assessment, and documentation of software problems impacting DON personnel processing; generate and submit System Change Requests (SCRs) and CRTs to DHRA DMDC to request system changes and enhancements.
  • Perform formal release testing for DCPDS and the Enterprise Personnel System. Validate SCRs, CRTs, and problem reports per DHRA DMDC release specifications within designated testing timelines.
  • Prepare and submit DON-specific salary tables annually, collaborating with DCPAS, DHRA DMDC, and OCHR’s Pay & Compensation Program Managers to ensure compliance with OPM requirements.
  • Complete assigned service tickets in service ticketing system and escalate DCPDS issues through DoD’s Remedy Tracking System as needed.
  • Provide personnel processing and system support within the Enterprise Personnel System Suite, ensuring actions adhere to federal HR regulatory requirements and the OPM Guide to Personnel Processing.
  • Participate in DoD, DFAS, and DON Program Manager meetings related to personnel systems, Wage Mariner Payroll, DCPS, and OPM initiatives; develop and distribute clear meeting summaries.

WHAT YOU’LL NEED TO SUCCEED

  • Required Education and Experience
    • Bachelor’s Degree or Five (5) years demonstrated experience with DCPDS.
    • Five (5) years of Human Resources staffing and personnel processing experience.
    • Five (5) years of DCPDS Enterprise Suite and DCPS experience, including operational support, analysis, problem statements, testing, and verification.
    • Two (2) years of experience with Oracle HCM Cloud (DCHRMS) Enterprise components.

  • Required Skills and Abilities
    • Expertise in federal HR personnel regulations, OPM processing guidance, and DoD personnel systems.
    • Ability to independently diagnose multi-system interface issues and replicate errors for troubleshooting.
    • Experience preparing SCRs, CRTs, and participating in release testing cycles.
    • Strong analytical skills with ability to evaluate complex personnel/pay problems.
    • Excellent communication skills and ability to support cross-functional stakeholder engagement.

The likely salary range for this position is $107,744 - $71,875. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
