The role transform complex requirements into a well-organized, fully traceable, submission-ready proposal-ensuring nothing is missed, timelines are hit, and quality remains high. The role owns the proposal operating model and drives disciplined, metrics-based execution through rigorous milestone management, risk tracking, and cross-functional coordination. The role ensures proposals are compliant, competitive, and delivered on time in alignment with company strategy, win themes, and governance requirements. This position will be located at our headquarters in Germantown, MD.

- Proposal Writing
- Develop and manage compliant, persuasive proposal content aligned to win strategy
- Integrate inputs into a clear, consistent narrative; ensure quality and adherence to requirements
- Create accurate, detailed proposal narratives covering technical solutions and commercials
- Translate complex concepts into clear, customer-focused language aligned with requirements
- Tactical Proposal Management & Execution
- Own end-to-end proposal delivery (scope, schedule, quality) per schedule
- Manage work and cross-team dependencies (tasks, timelines, dependencies)
- Coordinate approvals and prepare gate review materials
- Ensure proposal responses align with win strategy, solution, and pricing targets
- Maintain artifacts and track assumptions and changes
- Improve processes, templates, and best practices
- Proposal History, Knowledge Management & Metrics
- Maintain the central repository of past proposals, pricing, solutions, and approvals
- Capture lessons learned to improve templates and guidance
- Track and report key metrics (win rate, cycle time, timeliness, pricing accuracy)
- Analyze performance trends to identify issues including win/loss and pricing performance analyses
- Drive improvements using data and feedback
- Milestone, Governance & Gate Management
- Define and manage all proposal milestones and formal gate reviews with clear entry and exit criteria
- Ensure all required approvals are completed, documented, and archived prior to submission
- Track adherence to corporate governance requirements, proposal policies, and audit standards
Skills, Experience and Requirements
Basic Requirements:
- Bachelor's Degree in Business, Marketing, Communications, or a related field
- 5+ years of experience in technical writing, proposal management, capture management, program management, or customer-facing roles with demonstrated ownership of complex, cross-functional aviation or aerospace pursuits
Preferred Qualifications:
- Understanding of networking, aviation connectivity, satellite communications, or related technologies
- Experience leading and writing technical content for RFPs and strategic bids
- Proven ability to lead cross-functional teams and influence without direct authority
- Metrics-driven performance management and reporting
- Executive-level communication and stakeholder influence
- Ability to operate independently in a fast-paced, evolving environment
- Comfortable challenging assumptions and driving clarity in ambiguous situations
