Job Description:

This position provides analytical and program support to strengthen OCSE’s oversight of state and tribal child support programs through reporting analysis, data quality review, and targeted technical assistance. The role supports federal monitoring and operational improvement efforts by analyzing program and financial reports, identifying reporting risks and performance trends, resolving data issues, and developing analytical tools that inform oversight and decision making. The position also contributes to technical assistance activities aimed at improving reporting accuracy, operational efficiency, compliance, and overall program performance.

The role also supports broader DFS data analytics functions, including QA review, validation of national child support statistics, requirements development for new analytics environments, and contribution to OCSE’s modernized AWS-based Data Analytics (DA) platform.

Responsibilites:

  • Conduct detailed reviews of OCSE34, OCSE157, and OCSE396 reports submitted by state child support agencies to ensure accuracy, completeness, consistency, and identification of anomalies.

  • Identify discrepancies across reporting periods, performance indicators, and financial data; analyze trends and provide recommendations to address data quality issues and reporting risks.

  • Coordinate with Regional Office staff and state agencies to resolve reporting errors and data anomalies.

  • Ensure timely follow‑up and clear feedback to support improved reporting accuracy.

  • Perform data analysis related to program performance, fiscal compliance, and reporting quality; develop dashboards, visualizations, and analytical tools to support oversight and decision making.

  • Provide data‑driven technical assistance to grantees, offering timely analytical feedback to support early issue detection and corrective action efforts.

  • Identify opportunities to improve operational efficiency, reduce costs, and strengthen reporting practices.

  • Assist with technical guidance on federal reporting requirements and support documentation of review procedures, analytical methods, and business processes.

  • Collaborate with and provide direct analytical support to DRO staff.

  • Conduct reviews of OCSE34 and SF‑425 reports submitted by tribal child support agencies for accuracy, completeness, consistency, and anomalies, as requested.

  • Collaborate with Federal teams to define requirements for new reports, including validation and monthly distribution of the FPLS Monthly Statistics Report.

  • Serve as OCSE data experts by reviewing and validating OCSE statistics prior to external publication or presentation.

  • Maintain data and calculations necessary to estimate NDNH‑attributable collections.

  • Conduct cost/benefit analysis, burden estimates for legislative proposals, and statistical research to support budget control processes.

  • Provide liaison services to external agencies receiving or supplying data (e.g., BLS, SSA) to determine MI reporting needs.

  • Provide subject matter expertise in the development of management information repositories and analytics tools used across DFS.

  • Catalog dataset information across system teams, security, IV&V, and other stakeholders for use in analytics environments.

  • Support development, testing, and validation of standard reports, curated datasets, data transformations, and end‑user documentation in MICRS and the AWS DA environment.

  • Test analytics tools including MICRS Reports, Report Builder, curated tables, and dashboards across MICRS, MICRS‑RS, and the DA environment.

  • Provide end‑user support and training for MICRS and Data Analytics systems.

  • Conduct analytic projects evaluating DFS application usage, system performance, enhancements, and cost‑effectiveness.

  • Serve as SMEs supporting customers analyzing survey tools, statistical techniques, and visualization tools for trend analysis, cost projections, cross‑application analysis, and child support program research.

  • Research statistical programs for relevance to emerging child support issues and ensure consistency in national reporting.

  • Analyze state‑level data to identify statistical patterns and comparisons against national averages.

  • Produce visual analytics products—including dashboards and on‑demand visualizations—to support business questions and enable self‑service analytics.

Required Skills:

  • HS Diploma and at least 5+ years of experience supporting Child Support agencies.
  • Experience with federal grants, program oversight, or child support enforcement programs.
  • Experience analyzing financial, operational, or performance data.
  • Ability to clearly communicate complex concepts.
  • Familiarity with federal reporting environments and compliance review processes.
  • Experience working with state or federal program reporting systems.
  • Proficiency with data analysis and reporting tools (e.g., Tableau, Amazon QuickSight, or similar platforms).
  • Experience developing dashboards and visualizations.
  • Skilled in data validation and quality review techniques.
  • Strong analytical and problem‑solving abilities.
  • Ability to identify trends, anomalies, and compliance risks.
  • Capacity to manage multiple reporting cycles and deadlines.

The likely salary range for this position is $97,968 - $115,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.

Home to tech titans like Microsoft and Amazon, Seattle punches far above its weight in innovation. But its surrounding mountains, sprinkled with world-famous hiking trails and climbing routes, make the city a destination for outdoorsy types as well. And its status as a thriving tech ecosystem is attracting out-of-town companies looking to establish new tech and engineering hubs.

Key Facts About Seattle Tech

  • Number of Tech Workers: 287,000; 13% of overall workforce (2024 CompTIA survey)
  • Major Tech Employers: Amazon, Microsoft, Meta, Google
  • Key Industries: Artificial intelligence, cloud computing, software, biotechnology, game development
  • Funding Landscape: $3.1 billion in venture capital funding in 2024 (Pitchbook)
  • Notable Investors: Madrona, Fuse, Tola, Maveron
  • Research Centers and Universities: University of Washington, Seattle University, Seattle Pacific University, Allen Institute for Brain Science, Bill & Melinda Gates Foundation, Seattle Children’s Research Institute
