The Resource Strategy & Planning Lead is responsible for shaping and executing resource strategies across teams within the newly formed MCAPS-Core organization. This role drives end-to-end resource planning, governance, and operational execution across both FTE and vendor investments while partnering closely with business leaders to ensure resources are aligned to strategic priorities and business outcomes.

The successful candidate combines deep analytical rigor with strategic thinking to deliver actionable insights, influence senior leaders, and optimize the organization's overall resource portfolio. They will champion an AI-first mindset by identifying opportunities to leverage AI, automation, and new operating models to increase scale, reduce complexity, and drive greater organizational effectiveness. Through data-driven recommendations and disciplined governance, this role will help shape the future resource strategy for MCAPS-Core while enabling growth, efficiency, and operational excellence.

Responsibilities

Key Responsibilities

Resource Planning & Portfolio Management

  • Lead comprehensive workforce and resource planning across assigned MCAPS-Core organizations, including both full-time employees (FTE) and vendor resources.
  • Develop and maintain integrated resource plans that align investments to business priorities, financial targets, and organizational objectives.
  • Evaluate workforce capacity, hiring needs, attrition impacts, vendor utilization, and emerging business requirements to recommend optimal resource allocations.
  • Drive planning motions, forecasting activities, and scenario modeling to support leadership decision-making.

Resource Governance & Operational Excellence

  • Manage resource governance process to ensure consistent, accurate, and compliant execution of workforce investments.
  • Partner with finance, HR, talent acquisition, and business leaders to drive alignment across planning, hiring, budgeting, and workforce management activities.
  • Monitor resource performance and investment effectiveness, identifying risks, gaps, and opportunities for improvement.
  • Drive process simplification and continuous improvement initiatives that enhance operational efficiency and decision quality.

Strategic Advisory & Thought Leadership

  • Serve as a trusted advisor to senior leaders on workforce strategy, organizational design, and resource investment decisions.
  • Analyze organizational trends, business priorities, and operating models to develop strategic resource recommendations.
  • Support the integration and maturation of organizations joining MCAPS-Core through scalable resource strategies and governance frameworks.

AI-First Transformation & Workforce Efficiency

  • Champion AI-first ways of working and identify opportunities to leverage AI, automation, and digital labor to improve productivity and reduce manual effort.
  • Assess existing work, processes, and resource investments to identify opportunities for scale, optimization, and AI-enabled efficiencies.
  • Lead discussions with business leaders on workforce transformation, future-of-work strategies, and resource rationalization opportunities.
  • Drive adoption of data, automation, and AI capabilities to enable more predictive, efficient, and scalable planning processes.

Insights & Executive Communications

  • Translate complex resource data into actionable insights and recommendations for senior leadership.
  • Influence decision-making through storytelling, strategic framing, and data-driven analysis.

Qualifications

Required Qualifications

  • Bachelor's Degree in relevant field (e.g., Liberal Arts, Business Administration, Management, Computer Science) AND 6+ years experience in financial management, business planning, operations management, strategy, project management, human resources, or business-related roles
    • OR equivalent experience. 

Preferred Qualifications

  • Experience partnering with senior business leaders to develop workforce strategies aligned to organizational growth, transformation, and business priorities.
  • Experience evaluating opportunities for automation, AI-enabled solutions, and emerging workforce models to improve organizational efficiency and productivity
  • Analytical skills with the ability to translate complex workforce and business data into actionable insights and recommendations.

Business Program Management IC5 - The typical base pay range for this role across the U.S. is USD $116,900 - $203,600 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $148,400 - $222,600 per year.
