Job Description:

Senior Technical Director – Growth / Major Projects, US East

Position Summary:

Parsons is seeking a Senior Technical Director -Growth/Major Projects, US East. Reporting directly to the US East Sector Manager, you will support the full lifecycle of major design-build and P3 infrastructure projects across the eastern United States. Infrastructure US East comprises of 1,000+ employees engaged in the design of bridge and highway projects with a strong and consistent focus on major Design-Build/P3 opportunities. This role provides leadership and oversight for early pursuit strategy and pre-bid planning through project execution, with a focus on market positioning, contractor partnerships, commercial strategy, risk management, delivery excellence, and strategic growth.

The position will help advance the success of complex major projects valued at more than $500M by helping shape winning strategies, supporting bid readiness, and driving strong execution outcomes.

Key Responsibilities

Strategic Leadership - Partner with the US East Sector Manager to develop and execute strategies for major projects across the region.

Pursuit Support - Support pursuit planning for large-scale design-build and P3 opportunities, including win strategy, designer/contractor partner alignment, and positioning activities.

Pre-Bid Leadership - Guide pre-bid efforts to ensure readiness, competitive positioning, risk identification, and alignment of technical, commercial, and operational terms and conditions.

Risk Management  - Identify project delivery risks and collaborate with leadership teams to develop mitigation strategies across pursuit and execution phases.

Stakeholder Coordination - Work with internal leadership, operations teams, capture teams, project directors, and external partners to align priorities and drive successful outcomes.

Delivery Excellence - Promote best practices, governance, and performance standards across major projects. Represent the company in monthly Executive Meetings with contractor partners, ensuring client satisfaction.

Market Growth - Help strengthen the organization’s position in the US East market for major infrastructure opportunities. Support strategic hiring and industry partnerships.

Qualifications:

  • Bachelor’s or Associate degree in engineering, construction management, business, or a related field

  • 10+ years’ experience in major infrastructure project delivery, program management, or pursuit leadership, preferably in the US East infrastructure market

  • Demonstrated experience with design-build and/or P3 projects

  • Experience in executive-level project oversight for mega projects

  • Strong understanding of governance, project controls and risk management frameworks.

Salary Range: $176,900.00 - $332,400.00

This position is eligible for incentive compensation.
