Overview

Microsoft Cloud Operations and Innovation (CO+I) is the team behind the cloud.  Within CO+I, the Integrated Planning & Execution (IPE) - Datacenter Infrastructure team responsible for global planning to maximize efficiency of our capacity while optimizing safety, security, and availability across our global datacenter portfolio.

As a Senior Technical Program Manager in Region Health, you will turn complex technical and business signals into clear assessments, timely decisions, and coordinated action. You will identify what could prevent a region from serving customers, develop practical mitigation options, and drive recovery with accountable partners.

This senior individual-contributor role operates within an Americas-wide portfolio spanning North, Central, and South America. You will independently lead assigned regions or complex regional programs across the lifecycle—from launch readiness to established-region growth and recovery. Your mandate is to assess regional viability, surface material risks early, and drive the coordinated response needed to protect customer growth.

At Microsoft, our mission to empower every person and every organization on the planet to achieve more guides how we partner with customers to deliver trusted, impactful solutions. With a growth‑mindset culture, we innovate responsibly and measure success by shared progress, people, teams, and customers. Join us to do meaningful work that changes the world and helps shape what’s next for everyone. In alignment with our Microsoft values, we are committed to cultivating an inclusive work environment for all employees to positively impact our culture every day.

This role is located either in one or all hub locations - Atlanta, GA, Redmond, WA, Washington DC
This role is eligible for hybrid or remote work, up to 100%. Relocation support will be provided, and successful candidates who live within 50 miles of Microsoft's Redmond campus will be required to work from the office a minimum of 3 days per week.

Responsibilities
  • Region Health:
    • Own the regional health assessment. Integrate authoritative capacity, demand, design, service-readiness, and adoption signals into an evidence-backed view of whether each region can serve its intended workloads and support planned growth. Make data confidence, conflicting signals, and emerging risks explicit.
    • Find the constraints behind the numbers. Distinguish installed capacity from capacity available for sale and capacity customers can actually deploy and use. Investigate availability-zone imbalances, service and product-configuration gaps, power availability, and deployment bottlenecks. Assess both capacity shortages and stranded capacity, and evaluate adoption against agreed business-case assumptions.
    • Develop decision-ready mitigation options. Work with technical and business partners to evaluate supply acceleration, restoration of power availability, demand shaping, alternative workload placement, and prioritization. Recommend a path that accounts for customer commitments, business impact, technical feasibility, data residency, capacity substitutability, and deployment throughput.
    • Drive accountable recovery. Convert material risks into agreed plans with named owners, milestones, dependencies, decision points, and measurable exit criteria. Resolve cross-team blockers and escalate decisions with clear recommendations. Validate recovery through evidence that customers can use the capacity and services they need.
    • Connect regional execution to portfolio strategy. Build regional outlooks and scenarios with planning partners, considering connected regions and their dependencies. Translate longer-range risks into timely decisions that improve launch readiness, sustained adoption, and future growth.
    • Strengthen the operating model. Maintain trusted health signals, decision records, actions, and recovery evidence in shared systems of record. Deliver concise updates through established operating and planning forums. Improve assessment methods and repeatable practices so lessons from one region strengthen the next
  • Cross‑Functional Leadership:
    • Partner deeply with hardware engineering, software engineering, infrastructure, networking, data center operations, and supply chain teams to unblock execution.
    • Act as the central point of coordination across highly interdependent teams and external partners.
    • Influence decision‑making with data, technical insight, and strong executive communication.
  • Technical Rigor
    • Develop deep working knowledge of datacenter deployment architectures, including compute (GPU/accelerators), networking, storage, racks, power, cooling, and platform readiness.
    • Identify technical risks early and drive mitigation strategies across hardware, firmware, software, and operational domains.
    • Translate complex technical concepts into clear, actionable plans for both technical and non‑technical stakeholders.
  • Acceleration & Continuous Improvement
    • Identify bottlenecks and non‑value‑added activities across the deployment lifecycle and drive improvements to reduce time‑to‑live.
    • Define and implement repeatable deployment playbooks, standard operating procedures, and automation opportunities.
    • Leverage retrospectives and data to continuously improve deployment velocity and reliability.
  • Cloud & Platform Readiness
    • Ensure platform, tooling, monitoring, and operational readiness for AI workloads prior to production cutover.
    • Partner with service owners to validate scalability, resiliency, security, and operational support models.
  • Executive Communication
    • Provide crisp, data‑driven updates to senior leadership on progress, risks, mitigation plans, and business impact.
    • Clearly articulate tradeoffs and recommend paths forward in high‑ambiguity environments.
