Provides knowledge management and SharePoint administration support for NAVSEA 04. Maintains classified and unclassified repositories, permissions, taxonomies, metadata, records, and collaboration environments. Supports information assurance, RMF validation, electronic spillage processes, data calls, reporting metrics, user assistance, training, and system improvements. Coordinates with Navy stakeholders, CIO staff, and contractors to improve information flow, resolve issues, and maintain compliance with Department of Defense and Navy policies.

Provides strategic guidance to U.S. government officials on global technology, AI, education, and child-protection policy. Develops reporting standards, indicators, policy guidance, compliance reports, training materials, and process improvements. Compiles and analyzes partner government health budget and expenditure data, assesses audit findings against bilateral agreements, supports country teams, and coordinates stakeholders to promote transparency, accountability, sustainability, and country ownership.

Provides public financial management expertise for global health programs in partner countries, especially in Africa. Develops frameworks and procedures for budgeting, forecasting, financial analysis, compliance, risk management, internal controls, auditing, and expenditure monitoring. Advises senior leaders, government counterparts, donors, and technical working groups on health financing, G2G mechanisms, and PFM reforms. Produces assessments, work plans, progress reports, technical guidance, and training materials while supporting capacity building and fiduciary oversight.

Leads strategic initiatives and stakeholder engagement for a global health innovation fund. Develops partnership and external communication strategies, coordinates technical planning and investments, prepares briefings and reports, monitors progress, and recommends improvements. The role requires strategic planning, program management, cross-functional collaboration, strong communication, and experience managing innovation funds or similar mechanisms.

Reviews internal controls, transactions, documentation, and systems for compliance and effectiveness; conducts audits; coordinates NAVSEA audit readiness; reports audit status; supports property accountability, inventories, system data accuracy, and validation reporting for government property and operating materials.

Supports NAVSEA SUPSHIP strategic planning and communications by developing execution plans, briefings, analytical reports, policies, metrics, and stakeholder messaging. Coordinates strategic and organizational planning, monitors goal execution, and prepares materials for senior Navy leadership. Develops and delivers career and leadership training courses for supervisory and non-supervisory personnel. Requires extensive DoD and Navy program or business management experience, senior-level communication skills, a Secret clearance, and on-site work at Washington Navy Yard.

Leads a federal Department of State task order, serving as the primary Government-contractor liaison. Oversees program execution, staffing, workloads, schedules, deliverables, risks, resources, compliance, documentation, and management controls. Coordinates stakeholders, resolves performance and resource issues, maintains personnel and labor-hour records, and ensures contractor adherence to requirements. Requires extensive federal acquisition, project management, and personnel management experience, plus an active Secret clearance and U.S. citizenship.
