Manages the full subcontract lifecycle across government and defense portfolios, including solicitation, negotiation, award, administration, modifications, performance monitoring, dispute resolution, and closeout. Leads subcontracting process standardization, change management, compliance, risk mitigation, audit readiness, and cross-functional collaboration. Serves as a subject-matter expert on FAR, DFARS, labor regulations, and subcontract policies while mentoring junior administrators and advising operational stakeholders.

Supports procurement, subcontract management, indirect sourcing, and service agreement activities. Develops and negotiates contracts, manages vendor and partner agreements, tracks renewals and compliance, and collaborates with Operations, Finance, IT, and Legal. Supports government contract proposal pricing by applying indirect rates, developing CLIN pricing structures, conducting price-to-win research, reviewing cost-volume compliance, coordinating subcontractor costs, and preparing pricing exhibits and strategy analyses. Maintains proposal documentation and pricing indexes in SharePoint, assists with post-award comparisons and lessons learned, and supports rate-card version control across multiple concurrent proposals.

Supports pre-award and post-award administration of federal government contracts, including solicitation and proposal reviews, compliance, contract documentation, modifications, deliverables, reporting, negotiations, risk tracking, and contract execution. Collaborates with proposals, operations, finance, HR, program management, and government customers across DoD and federal contracts.

Supports government contracting cost estimates by developing cost model inputs, drafting Bases of Estimate, researching labor and material costs, evaluating vendor quotes, calculating travel and escalation costs, and ensuring documentation complies with proposal requirements. The role analyzes PWS and SOW requirements, applies SCA wage determinations and standard cost data, maintains version-controlled files, and supports proposal reviews and lessons learned.

Directs project controls, document governance, PMIS administration, scheduling oversight, audit readiness, compliance, reporting, and project closeout across government and defense project portfolios. Leads documentation audits, manages submittals and RFIs, optimizes platforms such as Procore and Kahua, maintains audit-ready records, supports schedule and milestone tracking, and coordinates with project leadership and government stakeholders. The role also oversees process improvement, reporting, knowledge management, financial responsibilities, and people management.

Supports government and defense programs through PMO reporting, schedule tracking, data analysis, risk mitigation, stakeholder communication, process improvement, and project implementation. Maintains status reports and Gantt charts, evaluates initiatives, resolves schedule issues, supports change management, and provides systems expertise and knowledge transfer. Presents information to management, clients, and project teams while coordinating cross-functional progress toward program goals.
